L\u2019occasion de souligner les \u00e9l\u00e9ments concrets et positifs relev\u00e9s par la Commission d\u2019\u00e9valuation des Lois anti-discriminations, mais aussi de rappeler ses principales recommandations en vue d\u2019am\u00e9liorer la Loi Genre et donc, la protection des victimes de discriminations.<!--more--><\/p>\n<p>M\u00eame si des progr\u00e8s sont enregistr\u00e9s dans certains domaines, aujourd\u2019hui encore, les femmes sont les principales victimes de discriminations de genre alors qu\u2019elles repr\u00e9sentent la moiti\u00e9 de la population. La discrimination de genre affecte de mani\u00e8re transversale et par nature l\u2019ensemble du genre humain.<\/p>\n<p>L\u2019\u00e9valuation des lois, pr\u00e9vue par le l\u00e9gislateur, porte notamment sur l\u2019effectivit\u00e9 de la loi. L\u2019Institut pour l&rsquo;\u00e9galit\u00e9 des femmes et des hommes a vu sa visibilit\u00e9 amplifi\u00e9e ces sept derni\u00e8res ann\u00e9es.\u00a0Le nombre de signalements qui lui sont adress\u00e9s a augment\u00e9 de 180%. En 2016, l\u2019Institut a enregistr\u00e9 549 dossiers, soit 231 demandes d\u2019informations et 318 plaintes. Le nombre total de signalements a augment\u00e9 de 18% par rapport \u00e0 2015, et de 50% par rapport \u00e0 2014.\u00a0Pour autant, l\u2019Institut a tenu \u00e0 pr\u00e9ciser que, malgr\u00e9 cette augmentation constante, ces faits sont encore amplement sous-rapport\u00e9s. Ils ne repr\u00e9sentent que la partie \u00e9merg\u00e9e de l\u2019iceberg.<\/p>\n<p><strong><em>Renforcer le r\u00f4le p\u00e9dagogique sur la soci\u00e9t\u00e9.<\/em><\/strong><\/p>\n<p>L\u2019Institut a salu\u00e9 les progr\u00e8s r\u00e9alis\u00e9s depuis 2007 pour renforcer le cadre juridique relatif \u00e0 l\u2019\u00e9galit\u00e9 et \u00e0 la lutte contre les discriminations fond\u00e9es sur le sexe, par un arsenal de nouvelles l\u00e9gislations dont il ne faut pas oublier le r\u00f4le p\u00e9dagogique sur la soci\u00e9t\u00e9.<\/p>\n<p><em>\u00ab Comme l\u2019a soulign\u00e9 \u00e0 plusieurs reprises la pr\u00e9sidente de la commission d\u2019\u00e9valuation, les lois anti-discriminations et en tous cas la loi Genre pour ce qui nous concerne est assez bien faite et il est plut\u00f4t question de probl\u00e8mes d\u2019effectivit\u00e9 et d\u2019ex\u00e9cution de la loi,\u00a0\u00bb<\/em> a expliqu\u00e9 Michel Pasteel, Directeur de l\u2019Institut pour l\u2019\u00e9galit\u00e9 des femmes et des hommes. <em>\u00ab\u00a0N\u00e9anmoins les st\u00e9r\u00e9otypes de genre, le sexisme, les violences sexo-sp\u00e9cifiques restent trop fr\u00e9quents et emp\u00eachent une jouissance \u00e9gale de droits. Cette r\u00e9alit\u00e9 suppose, d\u2019une part, des actions en r\u00e9action aux discriminations et, d\u2019autre part, des actions visant \u00e0 pr\u00e9venir ces discriminations et \u00e0 promouvoir une soci\u00e9t\u00e9 \u00e9galitaire.\u00a0\u00bb<\/em><\/p>\n<p>L\u2019Institut a pr\u00e9sent\u00e9 ses recommandations principales en les divisant en trois parties :<br \/>\n&#8211; la question de la parentalit\u00e9 et l\u2019ajout de crit\u00e8res prot\u00e9g\u00e9s contre la discrimination tels que la paternit\u00e9, la f\u00e9condation in vitro, les responsabilit\u00e9s familiales ;<br \/>\n&#8211; les obligations de transposition qui d\u00e9coulent de l\u2019Union europ\u00e9enne concernant le harc\u00e8lement moral li\u00e9 au sexe, ou l\u2019extension de la protection \u00e0 toute personne d\u00e9fendant une victime de discrimination ou t\u00e9moignant en sa faveur ;<br \/>\n&#8211; et compl\u00e9ter le cadre l\u00e9gal et r\u00e9glementaire en mati\u00e8re d\u2019\u00e9galit\u00e9 des femmes et des hommes en ce qui concerne les exigences professionnelles essentielles et d\u00e9terminantes, les exceptions sexo-sp\u00e9cifiques dans le domaine des biens et services ou encore les actions positives.<\/p>\n<p>Le rapport de l\u2019Institut \u00ab Etat des lieux sur l\u2019application et l\u2019effectivit\u00e9 de la loi Genre \u2013 Analyse et recommandations \u00bb est disponible gratuitement en fran\u00e7ais et en n\u00e9erlandais sur le site de l\u2019Institut <a href=\"http:\/\/igvm-iefh.belgium.be.\">http:\/\/igvm-iefh.belgium.be.<\/a><\/p>\n<p><em>Source :<\/em>\u00a0<em>Institut pour l&rsquo;\u00e9galit\u00e9 des femmes et des hommes<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ce mercredi, l\u2019Institut pour l\u2019\u00e9galit\u00e9 des femmes et des hommes a \u00e9t\u00e9 auditionn\u00e9 devant le Parlement f\u00e9d\u00e9ral en vue de l\u2019\u00c9valuation de la Loi Genre.
