Le Bureau F\u00e9d\u00e9ral du Plan s&rsquo;est pench\u00e9 sur cette mesure qui a eu un impact positif mod\u00e9r\u00e9 tant sur les salaires que sur la probabilit\u00e9 de rester dans l\u2019emploi. En revanche, elle a eu une incidence n\u00e9gative sur les taux d\u2019embauche.<!--more--><\/p>\n<p>Entre 2013 et 2015, la Belgique a supprim\u00e9 graduellement la d\u00e9gressivit\u00e9 du revenu minimum mensuel moyen garanti (RMMMG) pour les jeunes travailleurs de 18 \u00e0 20 ans. Auparavant, ceux-ci se voyaient appliquer des taux de salaire r\u00e9duits de 94, 88 et 82 % respectivement pour les travailleurs \u00e2g\u00e9s de 20, 19 et 18 ans.<\/p>\n<p>La Belgique est un des pays de l\u2019OCDE o\u00f9 les salaires minimums sont les plus \u00e9lev\u00e9s et o\u00f9 le taux de ch\u00f4mage structurel des jeunes est important, surtout pour les peu qualifi\u00e9s. Dans ce contexte, l\u2019on pourrait supposer que la r\u00e9forme et la hausse du salaire minimum qui en r\u00e9sulte affectent n\u00e9gativement l\u2019emploi des plus jeunes. Qu\u2019en est-il ?<\/p>\n<p>La suppression de la d\u00e9gressivit\u00e9 du revenu minimum mensuel moyen garanti (RMMMG) a conduit \u00e0 une hausse du RMMMG de 6, 12 et 18 % pour, respectivement, les travailleurs \u00e2g\u00e9s de 20, 19 et 18 ans. Cependant, la r\u00e9forme a eu des r\u00e9percussions limit\u00e9es au niveau sectoriel \u00e9tant donn\u00e9 qu\u2019un grand nombre de commissions paritaires avaient d\u00e9j\u00e0 supprim\u00e9 la d\u00e9gressivit\u00e9. En effet, \u00e0 partir de 2007, les bar\u00e8mes avaient \u00e9t\u00e9 revus pour remplacer l\u2019\u00e2ge par l\u2019anciennet\u00e9, en application d\u2019une directive europ\u00e9enne qui entendait r\u00e9duire les discriminations sur le march\u00e9 du travail li\u00e9es \u00e0 l\u2019\u00e2ge. D\u00e8s lors, seules quelques commissions paritaires ont supprim\u00e9 la d\u00e9gressivit\u00e9 suite \u00e0 la r\u00e9forme.<\/p>\n<p>Dans cette \u00e9tude, l\u2019impact de la suppression de la d\u00e9gressivit\u00e9 est d\u00e9termin\u00e9 en proc\u00e9dant \u00e0 une comparaison des r\u00e9sultats entre la p\u00e9riode ant\u00e9rieure et la p\u00e9riode post\u00e9rieure \u00e0 la r\u00e9forme, entre la cat\u00e9gorie des jeunes travailleurs \u00e9ligibles (18-20 ans) et celle des travailleurs non \u00e9ligibles (22 ans) et entre les commissions paritaires devant supprimer la d\u00e9gressivit\u00e9 et les autres. Cela veut dire que l\u2019effet de la hausse du salaire minimum est \u00e9valu\u00e9e sur l\u2019ensemble des jeunes travailleurs de 18-20 ans occup\u00e9s dans ces commissions paritaires, y compris ceux qui ne sont pas pay\u00e9s aux minima d\u00e9gressifs. Les r\u00e9sultats montrent que la r\u00e9forme a eu un impact positif mod\u00e9r\u00e9 tant sur les salaires que sur la probabilit\u00e9 de rester dans l\u2019emploi. En revanche, elle a eu une incidence n\u00e9gative sur les taux d\u2019embauche qui contrebalance l\u2019effet positif sur la probabilit\u00e9 de rester en emploi. Ces effets sont renforc\u00e9s si on restreint l\u2019analyse aux plus jeunes travailleurs (18 et 19 ans). Ces r\u00e9sultats corroborent ceux d\u2019autres \u00e9tudes qui indiquent que des salaires minimums plus \u00e9lev\u00e9s r\u00e9duisent \u00e0 la fois les embauches et les cessations d\u2019emploi des jeunes.<\/p>\n<p>La principale conclusion de l\u2019\u00e9tude est que la r\u00e9forme a eu des effets limit\u00e9s sur l\u2019emploi en d\u00e9pit d\u2019une augmentation significative du salaire minimum des jeunes.
