La reconnaissance comme m\u00e9tier lourd donnera acc\u00e8s \u00e0 une pension anticip\u00e9e et\/ou \u00e0 un montant de pension plus \u00e9lev\u00e9. Les crit\u00e8res concrets n&rsquo;ont pas encore \u00e9t\u00e9 d\u00e9finis, mais le ministre des Pensions a la ferme intention de consid\u00e9rer un grand nombre de fonctions de fonctionnaires comme &lsquo;m\u00e9tier lourd&rsquo;. Les organisations d&#8217;employeurs FEB, UNIZO, UCM et AGROFRONT craignent que ce r\u00e9gime tr\u00e8s \u00e9tendu soit \u00e0 l&rsquo;avenir \u00e9galement appliqu\u00e9 au secteur priv\u00e9, avec toutes les cons\u00e9quences que cela implique.<!--more--><\/p>\n<p>Les organisations patronales mettent en garde : ne videz pas les r\u00e9formes des pensions de leur substance par un r\u00e9gime trop \u00e9tendu en mati\u00e8re de m\u00e9tiers lourds. <em>\u00ab\u00a0On risque l\u00e0 de commettre une erreur historique et de vider de leur substance les r\u00e9formes des pensions d\u00e9j\u00e0 mises en \u0153uvre et en cours, et de d\u00e9stabiliser bon nombre d\u2019entreprises et leur management par la lourdeur de l\u2019administration qu\u2019un tel syst\u00e8me implique.\u00a0\u00bb<\/em><\/p>\n<p><em>\u00ab\u00a0La mani\u00e8re de travailler est fondamentalement erron\u00e9e. Dans le secteur public, certains r\u00e9gimes pr\u00e9f\u00e9rentiels (les tanti\u00e8mes pr\u00e9f\u00e9rentiels) ont \u00e9t\u00e9 supprim\u00e9s. On veut \u00e0 pr\u00e9sent compenser cette suppression par l&rsquo;introduction d&rsquo;un nouveau r\u00e9gime pr\u00e9f\u00e9rentiel (les &lsquo;m\u00e9tiers lourds&rsquo;), avec un effet de \u2018spill over\u2019 sur le secteur priv\u00e9. La liste des m\u00e9tiers consid\u00e9r\u00e9s n&rsquo;a par ailleurs rien \u00e0 voir avec la &lsquo;p\u00e9nibilit\u00e9&rsquo; d&rsquo;un m\u00e9tier. Nous entendons que le Ministre des pensions envisage d\u2019accorder la reconnaissance \u00e0 l&rsquo;ensemble du personnel enseignant (sans aucune distinction quant au type d&rsquo;enseignement ou aux conditions de travail concr\u00e8tes). Il semble se se satisfaire d&rsquo;un seul crit\u00e8re comme facteur aggravant : la charge \u00e9motionnelle ; ceci est en totale contradiction avec l\u2019accord interm\u00e9diaire conclu avec les partenaires sociaux.\u00a0\u00bb<\/em><\/p>\n<p><strong><em>Privil\u00e9gier une approche individuelle.<\/em><\/strong><\/p>\n<p>Le front patronal poursuit: <em>\u00ab\u00a0L&rsquo;allongement des carri\u00e8res risque d&rsquo;\u00eatre compl\u00e8tement sap\u00e9 si nous n\u2019adoptons pas une approche rigoureuse; les organisations d&#8217;employeurs ont toujours privil\u00e9gi\u00e9 une approche individuelle o\u00f9 la capacit\u00e9 de continuer \u00e0 travailler est \u00e9valu\u00e9e sur la base de l&rsquo;\u00e9tat de sant\u00e9 concret d&rsquo;une personne. Elles se sont tr\u00e8s honn\u00eatement efforc\u00e9es, au sein du Comit\u00e9 national des pensions, de trouver des crit\u00e8res objectifs, mesurables et contr\u00f4lables pouvant \u00eatre appliqu\u00e9s collectivement et dont il a \u00e9t\u00e9 prouv\u00e9 qu&rsquo;ils ont un effet sur la sant\u00e9 des travailleurs. La pratique a r\u00e9v\u00e9l\u00e9 que de tels crit\u00e8res n&rsquo;existent pas, sauf peut-\u00eatre le travail de nuit et une occupation de longue dur\u00e9e en \u00e9quipes successives.<\/em><\/p>\n<p><em>Le Ministre des Pensions et les syndicats semblent refuser de le reconna\u00eetre et continuent \u00e0 travailler sur un syst\u00e8me dans lequel 30% \u00e0 50% de tous les travailleurs et fonctionnaires b\u00e9n\u00e9ficient d&rsquo;une reconnaissance comme m\u00e9tier lourd. Tout cela est tr\u00e8s \u00e9loign\u00e9 du constat de la Commission europ\u00e9enne selon lequel seul un nombre limit\u00e9 de travailleurs dans les pays europ\u00e9ens exercent un emploi lourd ou dangereux : entre 1% et 4% de l&rsquo;ensemble des travailleurs. Pourquoi les travailleurs et fonctionnaires travailleraient-ils moins longtemps en Belgique que dans les autres pays de l&rsquo;UE ?\u00a0\u00bb<\/em><\/p>\n<p>La FEB, UNIZO, UCM et AGROFRONT restent dispos\u00e9s \u00e0 poursuivre la concertation. Ils n&rsquo;envisagent toutefois une prise de responsabilit\u00e9 conjointe que si le syst\u00e8me final se concentre sur les personnes exer\u00e7ant effectivement un m\u00e9tier lourd, avec un effet prouv\u00e9 sur la sant\u00e9. <em>\u00ab\u00a0Un r\u00e9gime trop \u00e9tendu en mati\u00e8re de m\u00e9tiers lourds annulera tous les efforts pass\u00e9s en faveur d&rsquo;un allongement des carri\u00e8res.
