Elle regrette donc que les options discut\u00e9es ne se basent pas sur des crit\u00e8res objectifs et mesurables.<!--more--><\/p>\n<p><em>\u00ab\u00a0On continue \u00e0 mettre la charrue avant les b\u0153ufs. La FEB aspire \u00e0 une solution durable, fond\u00e9e sur des crit\u00e8res objectifs, mesurables et v\u00e9rifiables, et non sur des donn\u00e9es vagues et interpr\u00e9tables.\u00a0Le r\u00e9gime \u00e0 l&rsquo;examen est tr\u00e8s \u00e9loign\u00e9 du constat de la Commission europ\u00e9enne selon lequel seul un nombre limit\u00e9 de travailleurs dans les pays europ\u00e9ens exercent un emploi lourd ou dangereux : entre 1 et 4% de l&rsquo;ensemble des travailleurs. Pourquoi en serait-il diff\u00e9remment chez nous ?\u00a0\u00bb<\/em><\/p>\n<p>La FEB insiste sur l&rsquo;importance de ne pas tomber dans le double pi\u00e8ge suivant :<\/p>\n<ol start=\"1\">\n<li><strong><em>\u00c9viter la discrimination<\/em><\/strong><\/li>\n<\/ol>\n<p><em>\u00ab\u00a0Lorsqu&rsquo;un m\u00e9tier est reconnu comme lourd, deux possibilit\u00e9s se pr\u00e9sentent au travailleur : sortir anticipativement du march\u00e9 du travail ou continuer \u00e0 travailler. Si le travailleur d\u00e9cide de continuer \u00e0 travailler, il peut se constituer des droits de pension suppl\u00e9mentaires. Il s\u2019agit l\u00e0 d\u2019un bonus pour ceux qui ont exerc\u00e9 un m\u00e9tier lourd et poursuivent leur activit\u00e9 au-del\u00e0 de leur date de mise \u00e0 la retraite. Seuls des crit\u00e8res objectivement v\u00e9rifiables peuvent \u00eatre pris en consid\u00e9ration pour la reconnaissance comme m\u00e9tier lourd. Des conditions peu claires, vagues, subjectives et interpr\u00e9tables (comme le stress) entra\u00eeneront des in\u00e9galit\u00e9s et, par cons\u00e9quent, saperont la confiance dans le syst\u00e8me.<\/em><\/p>\n<p><em>Seul un syst\u00e8me qui se concentre sur les personnes exer\u00e7ant effectivement un m\u00e9tier lourd ayant une incidence d\u00e9montr\u00e9e sera conforme au principe de non-discrimination et d\u2019\u00e9quit\u00e9.\u00a0\u2018Pour cette raison, nous devons travailler avec une tr\u00e8s grande rigueur. Nous devons pouvoir expliquer aux citoyens pourquoi certains m\u00e9tiers sont reconnus plus p\u00e9nibles que d\u2019autres et qu\u2019ils m\u00e9ritent \u00e0 ce titre un traitement plus avantageux en pension. Si on ne travaille pas avec des crit\u00e8res objectifs et mesurables, on va rendre encore plus difficile l\u2019acceptation par les citoyens de l\u2019effort qui leur est demand\u00e9. Dans ce contexte, la liste envisag\u00e9e pour le secteur public ne nous semble pas \u00eatre un bon point de d\u00e9part\u2019, d\u00e9clare Marie-No\u00eblle Vanderhoven.\u00a0\u00bb<\/em><\/p>\n<ol start=\"2\">\n<li><strong><em>Ne pas an\u00e9antir les efforts accomplis jusqu\u2019\u00e0 pr\u00e9sent<\/em><\/strong><\/li>\n<\/ol>\n<p><em>\u00ab\u00a0Le gouvernement a pris des mesures r\u00e9glementaires n\u00e9cessaires pour assainir notre r\u00e9gime de pension. Mais pour assurer un retour vers l\u2019\u00e9quilibre, il faut que ces efforts se traduisent effectivement par un allongement des carri\u00e8res. Or, en introduisant les m\u00e9tiers p\u00e9nibles, on cr\u00e9e des possibilit\u00e9s additionnelles pour sortir anticipativement du march\u00e9 du travail\u2026 Si le gouvernement poursuit sa politique des m\u00e9tiers p\u00e9nibles, il faudra qu\u2019il remette \u00e9galement de l\u2019ordre dans tous les autres r\u00e9gimes d\u00e9rogatoires.<\/em><\/p>\n<p><em>\u2018Un r\u00e9gime trop \u00e9tendu en mati\u00e8re de m\u00e9tiers lourds annulera tous les efforts pass\u00e9s en faveur d&rsquo;un allongement des carri\u00e8res.
