De nombreuses entreprises n&rsquo;ont qu&rsquo;une connaissance approximative des dispositifs de r\u00e9ductions de cotisations patronales, ce qui peut dans certains cas expliquer le non-recours. Le Bureau F\u00e9d\u00e9ral du Plan s&rsquo;est pench\u00e9 sur la probl\u00e9matique. Il constante que la complexit\u00e9 de la l\u00e9gislation ou des d\u00e9marches administratives et le manque de temps sont \u00e9galement des freins importants au recours \u00e0 ces dispositifs.<!--more--><\/p>\n<p>Une \u00e9tude pr\u00e9c\u00e9dente montrait qu&rsquo;une part non n\u00e9gligeable d&#8217;employeurs qui remplissent les conditions d\u2019octroi \u00e0 la mesure de r\u00e9ductions de cotisations \u201cpremiers engagements\u201d n&rsquo;y recourent pas. Cette nouvelle \u00e9tude du Bureau F\u00e9d\u00e9ral du Plan cherche \u00e0 identifier les motifs de non-recours pour quatre dispositifs de r\u00e9ductions de cotisations : la r\u00e9duction structurelle, les r\u00e9ductions travailleurs \u00e2g\u00e9s, les r\u00e9ductions li\u00e9es \u00e0 l\u2019embauche de demandeurs d\u2019emploi et la r\u00e9duction \u201cpremiers engagements\u201d. L&rsquo;approche utilis\u00e9e est une m\u00e9thode mixte : des entretiens approfondis avec des acteurs de premi\u00e8re ligne ont \u00e9t\u00e9 men\u00e9s, une enqu\u00eate aupr\u00e8s d&rsquo;entreprises a \u00e9t\u00e9 administr\u00e9e, et les r\u00e9sultats de l&rsquo;enqu\u00eate ont \u00e9t\u00e9 enrichis \u00e0 l&rsquo;aide d&rsquo;entretiens et de focus-groups.<\/p>\n<p><strong><em>Des mesures souvent trop peu connues<\/em><\/strong><\/p>\n<p>Parmi les mesures \u00e9tudi\u00e9es, les enqu\u00eates ont montr\u00e9 que la r\u00e9duction \u201cpremiers engagements\u201d est la plus largement connue. Ceci peut s&rsquo;expliquer par le fait que son renforcement dans le cadre du tax shift a fait l&rsquo;objet d&rsquo;une communication importante. Toutefois, il subsiste une part importante de r\u00e9pondants qui d\u00e9clarent n&rsquo;avoir aucune connaissance de la mesure (entre 15% et 38% suivant la population enqu\u00eat\u00e9e). Les r\u00e9ductions li\u00e9es \u00e0 l&#8217;embauche de demandeurs d&#8217;emploi sont mieux connues par les entreprises situ\u00e9es en R\u00e9gion wallonne que par celles situ\u00e9es en R\u00e9gion flamande, alors que les r\u00e9ductions pour travailleurs \u00e2g\u00e9s sont mieux connues en Flandre qu&rsquo;en Wallonie. Ces diff\u00e9rences pourraient \u00eatre li\u00e9es aux sp\u00e9cificit\u00e9s de chaque march\u00e9 du travail r\u00e9gional telles qu\u2019une plus grande pr\u00e9valence de ch\u00f4meurs de longue dur\u00e9e ou de travailleurs \u00e2g\u00e9s. La r\u00e9duction structurelle est la mesure\u00a0la moins bien connue (entre 38% et 62% des employeurs et ind\u00e9pendants enqu\u00eat\u00e9s d\u00e9clarent n&rsquo;en avoir aucune connaissance).<\/p>\n<p>Pourtant, cette mesure est la plus largement octroy\u00e9e, mais elle est g\u00e9n\u00e9ralement sollicit\u00e9e par les secr\u00e9tariats sociaux et ne n\u00e9cessite pas d&rsquo;informations additionnelles de la part des entreprises, contrairement \u00e0 la plupart des mesures groupe-cible. La m\u00e9connaissance des mesures ne freinerait donc leur recours que dans ces cas.<\/p>\n<p><strong><em>Un non-recours qui s&rsquo;expliquerait \u00e9galement par des \u00ab\u00a0co\u00fbts\u00a0\u00bb \u00e9lev\u00e9s<\/em><\/strong><\/p>\n<p>Outre la m\u00e9connaissance des mesures, le non-recours s&rsquo;expliquerait principalement par des co\u00fbts importants, exprim\u00e9s majoritairement en temps. Ces co\u00fbts seraient notamment induits par la complexit\u00e9 de la l\u00e9gislation (raison cit\u00e9e par 48% \u00e0 58% des r\u00e9pondants) ou des d\u00e9marches administratives (raison cit\u00e9e par 30% \u00e0 67% des r\u00e9pondants). Une part importante d&rsquo;entreprises d\u00e9clare \u00e9galement penser que l&rsquo;aide \u00e9tait octroy\u00e9e automatiquement. Quant aux co\u00fbts psychologiques tels que la stigmatisation ou la procrastination, souvent \u00e9voqu\u00e9s pour expliquer le non-recours aux droits sociaux, ils semblent n\u00e9gligeables pour les entreprises enqu\u00eat\u00e9es.<\/p>\n<p><strong><em>Quels leviers d&rsquo;action pour am\u00e9liorer le recours ?<\/em><\/strong><\/p>\n<p>Trois principaux leviers d&rsquo;action ont \u00e9t\u00e9 identifi\u00e9s pour am\u00e9liorer le recours aux mesures de r\u00e9ductions de cotisations patronales : l&rsquo;am\u00e9lioration de la communication, la simplification des mesures et des d\u00e9marches, ainsi que l&rsquo;automatisation, mais cette derni\u00e8re pr\u00e9sente certains inconv\u00e9nients, notamment en termes de volume et de complexit\u00e9 des donn\u00e9es \u00e0 traiter.<\/p>\n<p><em>Source : Bureau F\u00e9d\u00e9ral du Plan &#8211;\u00a0Cette \u00e9tude fait partie du projet de recherche TAKE sur le non-recours aux politiques publiques financ\u00e9 par la Politique scientifique f\u00e9d\u00e9rale et auquel participent \u00e9galement l\u2019Universit\u00e9 d\u2019Anvers (coordinateur), l\u2019Universit\u00e9 de Li\u00e8ge et le SPF S\u00e9curit\u00e9 sociale.
