L\u2019aust\u00e9rit\u00e9 impos\u00e9e par le pouvoir politique aurait un impact psychologique important sur la loyaut\u00e9 et l\u2019engagement des collaborateurs du secteur public.<!--more--><\/div>\n<p>A l\u2019\u00e9chelon de notre pays, et des services publics f\u00e9d\u00e9raux notamment, Frank Van Massenhove (s\u2019exprimant en son nom personnel) a r\u00e9guli\u00e8rement point\u00e9 l\u2019inefficacit\u00e9 des \u00e9conomies lin\u00e9aires impos\u00e9es par les gouvernements. Quels sont les enseignements venus d\u2019outre-Manche ?<\/p>\n<p>Les d\u00e9ceptions et frustrations engendr\u00e9es par les promesses non tenues sont la premi\u00e8re source de perte de loyaut\u00e9 et d\u2019engagement des fonctionnaires vis-\u00e0-vis de leurs organisations. Cependant, Tina Kiefer, Professeur en Comportement organisationnel au sein de la Warwick Business School, souligne que ceux-ci veillent \u00e0 ce que leurs frustrations n\u2019impactent ni leurs coll\u00e8gues , ni les citoyens\/usagers des services publics. Et ajoute sur le sujet : <em>\u00ab Nos recherches d\u00e9montrent clairement que les changements organisationnels assimil\u00e9s \u00e0 des mesures de r\u00e9duction des co\u00fbts provoquent une rupture du contrat psychologique envers l\u2018organisation. \u00bb<\/em><\/p>\n<p>A l\u2019origine de cette rupture, la recherche met en \u00e9vidence les craintes envers les possibilit\u00e9s de promotion et de formation, les packages salariaux, la s\u00e9curit\u00e9 d\u2019emploi ou encore l\u2019\u00e9quit\u00e9 de traitement sur le lieu de travail. <em>\u00ab Dans cette situation, les individus prennent logiquement des mesures de compensation. Concr\u00e8tement, ils s\u2019impliquent moins et se sentent moins oblig\u00e9s \u00e0 travailler de mani\u00e8re optimale. \u00bb<\/em><br \/>\nLes professeurs Kiefer et Neil Conway (University of London), Jean Hartley (Open University Business School) et Rob Briner (University of Bath School of Management) ont examin\u00e9 les cons\u00e9quences du programme de r\u00e9vision des d\u00e9penses du gouvernement britannique, initi\u00e9 en 2010.<br \/>\nL\u2019Office for Budget Responsability pr\u00e9voyait \u00e0 l\u2019introduction de ce programme la perte de 490.000 emplois dans le secteur public \u00e0 l\u2019horizon 2015 (soit 10% de l\u2019effectif total du secteur). Les recherches men\u00e9es par l\u2019\u00e9quipe de chercheurs offrent des enseignements int\u00e9ressants: <em>\u00ab Nous avons pu mettre en \u00e9vidence que, contrairement \u00e0 ce qui a pu \u00eatre observ\u00e9 dans le secteur priv\u00e9, l\u2019impact sur le service au client est limit\u00e9. L\u2019engagement vis-\u00e0-vis des publics d\u00e9favoris\u00e9s notamment reste important. N\u00e9anmoins, nous avons aussi pu constater que les fonctionnaires les plus engag\u00e9s avant la mise en oeuvre des plans d\u2019\u00e9conomie offraient un niveau de service nettement moins qualitatif que leurs coll\u00e8gues moins engag\u00e9s. Il appara\u00eet que le niveau de d\u00e9ception est plus \u00e9lev\u00e9 lorsque les promesses de bases ne sont pas tenues.\u00a0\u00bb<\/em><\/p>\n<p>Par ailleurs, l\u2019\u00e9tude men\u00e9e au Royaume-Uni a d\u00e9montr\u00e9 que la faible s\u00e9curit\u00e9 d\u2019emploi pouvait amener les collaborateurs du service public \u00e0 augmenter leur niveau de service envers les usagers! Le professeur Kiefer reprend: <em>\u00ab Nos travaux sugg\u00e8rent en effet que l\u2019angoisse suscit\u00e9e par les plans d\u2019\u00e9conomie peuvent accro\u00eetre le niveau de performance \u00e0 court terme.
