Car il faut noter que le reproche fr\u00e9quent adress\u00e9 aux organisations syndicales en manque de propositions constructives ne tient pas dans le cas qui nous occupe. La CSC, syndicat chr\u00e9tien, exprime en effet des alternatives claires aux mesures pouss\u00e9es par le gouvernement.<!--more--><\/p>\n<p>La CSC rappelle que <em>\u00ab\u00a0travailler jusqu\u2019\u00e0 67 ans est tout simplement impossible pour la majorit\u00e9 des travailleurs. Il est donc grand temps d\u2019entamer une r\u00e9flexion sur l\u2019am\u00e9nagement de l\u2019ensemble des carri\u00e8res et pas seulement de leur fin. Comment faire pour que les travailleurs tiennent le coup au boulot ? Comment rendre le travail plus \u00ab faisable \u00bb ? Ces questions sont essentielles. Pourtant, le gouvernement les \u00e9lude compl\u00e8tement. Pire, il augmente l\u2019\u00e2ge d\u2019acc\u00e8s \u00e0 la pension l\u00e9gale, \u00e0 la pension anticip\u00e9e et \u00e0 la pension de survie. Les conditions pour b\u00e9n\u00e9ficier du RCC (pr\u00e9pension) et du cr\u00e9dit-temps ont \u00e9t\u00e9 rendues plus strictes.\u00a0\u00bb<\/em><\/p>\n<p>Le syndicat exprime clairement quelles sont ses priorit\u00e9s en mati\u00e8re de gestion des fins de carri\u00e8res, en \u00e9num\u00e9rant 7 \u00e9l\u00e9ments essentiels :<\/p>\n<ul>\n<li>Le droit au RCC d\u00e8s 56 ans en cas de restructuration ou d\u2019entreprise en difficult\u00e9 ou d\u00e8s 58 ans dans le cas de carri\u00e8res longues et p\u00e9nibles;<\/li>\n<li>Le droit au cr\u00e9dit-temps en fin de carri\u00e8re (mi-temps ou 1\/5e) avec indemnit\u00e9s ONEM \u00e0 partir de 55 ans;<\/li>\n<li>Une responsabilisation de l\u2019employeur le contraignant \u00e0 mettre en place, via la concertation sociale, une politique de fin de carri\u00e8re ad\u00e9quate;<\/li>\n<li>Le remplacement maximum des travailleurs \u00e2g\u00e9s qui r\u00e9duisent leur carri\u00e8re ou qui entrent dans un syst\u00e8me de fin de carri\u00e8re;<\/li>\n<li>Le droit de prendre une pension anticip\u00e9e \u00e0 62 ans apr\u00e8s 42 ans de carri\u00e8re;<\/li>\n<li>Le droit \u00e0 une pension anticip\u00e9e \u00e0 60 ans apr\u00e8s 35 ans de travail p\u00e9nible ou apr\u00e8s une carri\u00e8re de 40 ans comprenant 20 ans de travail p\u00e9nible;<\/li>\n<li>Le droit \u00e0 une pension minimum d\u00e9cente apr\u00e8s 30 ans de travail \u00e0 mi-temps. Il n\u2019est pas acceptable que les femmes qui travaillent \u00e0 temps partiel n\u2019aient pas acc\u00e8s \u00e0 une pension d\u00e9cente.<\/li>\n<\/ul>\n<p>Le foss\u00e9 \u00e0 combler vis-\u00e0-vis des dispositions mises en oeuvre par l&rsquo;ex\u00e9cutif est important. La CSC maintient: <em>\u00ab\u00a0Travailler plus dur, plus longtemps, de fa\u00e7on plus flexible.La voie est toute trac\u00e9e vers l\u2019allongement du temps de travail, la flexibilisation selon les desiderata des employeurs, de nouvelles formes d\u2019emplois pr\u00e9caires avec moins de possibilit\u00e9s pour le travailleur d\u2019adapter sa carri\u00e8re et son temps de travail \u00e0 ses besoins personnels et \u00e0 ceux de sa famille.<\/em><br \/>\n<em> Un travail tenable qui permet un \u00ab atterrissage \u00bb en douceur avant de profiter de la vie avec une pension d\u00e9cente, voil\u00e0 ce qui devrait \u00eatre l\u2019\u00e9l\u00e9ment crucial d\u2019une bonne politique d\u2019am\u00e9nagement des carri\u00e8res. Mais le gouvernement pr\u00e9f\u00e8re s\u2019attaquer aux emplois de fin de carri\u00e8re. Il y a seulement dix ans, il \u00e9tait encore possible de r\u00e9duire son temps de travail d\u00e8s l\u2019\u00e2ge de 50 ans.<\/em><br \/>\n<em> Aujourd\u2019hui, il faut attendre 60 ans. Plusieurs secteurs ont \u00e9tabli leurs propres r\u00e8gles. Les jours de cong\u00e9 suppl\u00e9mentaires pour les travailleurs \u00e2g\u00e9s introduits dans le secteur des soins de sant\u00e9 en sont un bon exemple (de 45 \u00e0 49 ans : 12 jours de cong\u00e9 suppl\u00e9mentaires, de 50 \u00e0 54 ans : 24 jours suppl\u00e9mentaires et \u00e0 partir de 55 ans : 36 jours suppl\u00e9mentaires). Mais ces accords sont eux aussi remis en question par les politiques par souci d\u2019\u00e9conomie.\u00a0\u00bb<\/em><\/p>\n<p>Le r\u00e9gime des RCC (R\u00e9gime de Ch\u00f4mage avec Compl\u00e9ment d\u2019entreprise) se trouve lui aussi au centre des revendications syndicales.\u00a0<em>\u00ab\u00a0Dans plusieurs cas de figure d\u00e9finis par la loi ou par des conventions collectives de travail, le travailleur peut partir plus t\u00f4t en RCC (en cas de restructuration par exemple). Il quitte alors l\u2019entreprise en b\u00e9n\u00e9ficiant d\u2019une allocation de ch\u00f4mage et d\u2019un compl\u00e9ment vers\u00e9 par son entreprise. Le gouvernement Michel veut supprimer ces r\u00e9gimes. Non pas pour prot\u00e9ger les travailleurs \u00e2g\u00e9s du licenciement, mais bien pour rendre ces licenciements moins on\u00e9reux.
