Ainsi, en Allemagne, une femme gagne en moyenne 78,5% de la r\u00e9mun\u00e9ration de son homologue masculin pour un travail \u00e9quivalent. En Grande-Bretagne, le ratio est de 79% et il s&rsquo;affiche \u00e0 83,8% pour les pays de la zone Euro selon les statistiques 2016 d&rsquo;Eurostat.<\/p>\n<p>La r\u00e9glementation exigeant la transparence salariale a \u00e9t\u00e9 imagin\u00e9e afin de lutter contre cette r\u00e9alit\u00e9 apr\u00e8s de nombreux d\u00e9bats enflamm\u00e9s. Les opposants au principe de transparence s&rsquo;appuient sur la caract\u00e8re confidentiel des donn\u00e9es salariales qui rel\u00e8vent de la sph\u00e8re priv\u00e9e et pr\u00e9tendent que l&rsquo;impact d&rsquo;une communication ouverte sur le sujet est non d\u00e9montr\u00e9 voire inexistant.<\/p>\n<p>De r\u00e9centes recherches ont cependant d\u00e9montr\u00e9 l&rsquo;effet positif de la transparence sur le processus n\u00e9cessaire de rattrapage salarial entre hommes et femmes au sein de nos organisations. Les \u00e9conomistes de l&rsquo;INSEAD et de plusieurs universit\u00e9s danoises et am\u00e9ricaines viennent de publier un rapport \u00e9valuant l&rsquo;impact long terme de la l\u00e9gislation introduite au Danemark en 2006 obligeant les entreprises \u00e0 publier les diff\u00e9rences salariales entre genres. Les conclusions semblent d\u00e9montrer l&rsquo;effet sensible de la r\u00e9glementation sur la r\u00e9duction des in\u00e9galit\u00e9s.<\/p>\n<p>Depuis l&rsquo;introduction de cette loi, les entreprises disposant d&rsquo;un effectif sup\u00e9rieur \u00e0 35 personnes sont contraintes de communiquer les \u00e9carts salariaux. La loi leur impose par ailleurs de compter au minimum 10 hommes ou 10 femmes au sein de leur effectif. Les chercheurs ont analys\u00e9 les donn\u00e9es couvrant la p\u00e9riode 2003-2008 en se focalisant sur les entreprises comptant de 35 \u00e0 50 collaborateurs. Ils les ont compar\u00e9es ensuite \u00e0 un \u00e9chantillon d&rsquo;entreprises comptant entre 25 et 34 collaborateurs, celles-ci n&rsquo;\u00e9tant donc pas soumises \u00e0 la r\u00e9glementation en question.<\/p>\n<p>En moyenne, l&rsquo;\u00e9cart de r\u00e9mun\u00e9ration \u00e9tait de 18,9% avant l&rsquo;introduction de cette nouvelle loi, pour les deux \u00e9chantillons d&rsquo;entreprises, apr\u00e8s avoir annul\u00e9 les effets li\u00e9s aux donn\u00e9es d\u00e9mographiques, \u00e0 l&rsquo;exp\u00e9rience professionnelle et \u00e0 la nature des fonctions occup\u00e9es.\u00a0Apr\u00e8s introduction de la r\u00e9glementation, cet \u00e9cart est pass\u00e9 \u00e0 17,6% pour les entreprises concern\u00e9es, soit une r\u00e9duction de 7% &#8211; encore largement insuffisante, reconnaissons le.<\/p>\n<p><em>\u00ab\u00a0C&rsquo;est la premi\u00e8re fois que nous avons pu valider l&rsquo;impact r\u00e9el de la transparence salariale sur la r\u00e9duction des in\u00e9galit\u00e9s. Bien entendu, celui-ci n&rsquo;est sans doute pas tr\u00e8s significatif. Toutefois, cette mesure devrait pouvoir \u00eatre appliqu\u00e9e \u00e0 l&rsquo;\u00e9chelon national, voire international. Il s&rsquo;agit d\u00e9sormais de concr\u00e9tiser une intention politique\u00a0\u00bb<\/em>, explique Morten Bennedsen, Professor of Economics \u00e0 l&rsquo;INSEAD et \u00e0 l&rsquo;Universit\u00e9 de Copenhague.<\/p>\n<p><strong><em>Mod\u00e9ration de la croissance salariale.<\/em><\/strong><\/p>\n<p>Les chercheurs ont pu isoler un deuxi\u00e8me effet li\u00e9 \u00e0 l&rsquo;introduction de cette l\u00e9gislation: au cours de la p\u00e9riode de r\u00e9f\u00e9rence, ils observent que les salaires des collaborateurs masculins au sein des entreprises concern\u00e9es ont \u00e9volu\u00e9 moins rapidement.\u00a0Daniel Wolfenzon, Professor of Finance and Economics et pr\u00e9sident de la\u00a0Finance Division \u00e0 la Columbia Business School explique: <em>\u00ab\u00a0La mani\u00e8re dont l&rsquo;\u00e9cart salarial se r\u00e9duit nous a surpris davantage encore. Les salaires des femmes n&rsquo;ont pas augment\u00e9 soudainement. En fait, ce sont les r\u00e9mun\u00e9rations des hommes qui ont \u00e9volu\u00e9 moins rapidement que dans d&rsquo;autres entreprises. Globalement, les organisations soumises \u00e0 cette r\u00e9glementation ont observ\u00e9 une forme de mod\u00e9ration salariale plut\u00f4t inattendue. <\/em><\/p>\n<p><em>\u00ab\u00a0<\/em><em>En fait, il semble que la &lsquo;publicit\u00e9&rsquo; donn\u00e9e aux \u00e9carts de r\u00e9mun\u00e9ration a permis aux managers de contenir voire de refuser les exigences d&rsquo;augmentation des collaborateurs masculins,\u00a0\u00bb<\/em> reprend\u00a0Morten Bennedsen.<\/p>\n<p>Les chercheurs ont encore pu identifier d&rsquo;autres variables significatives: la r\u00e9duction de l&rsquo;\u00e9cart salarial s&rsquo;av\u00e8re plus rapide et plus significative au sein des entreprises dont les dirigeants appartiennent \u00e0 un cercle familial plus divers. Les entreprises soumises \u00e0 la r\u00e9glementation ont \u00e9galement connu une croissance de la repr\u00e9sentation f\u00e9minine de 4% dans leur recrutement. Les promotions offertes aux coll\u00e8gues f\u00e9minines ont par ailleurs\u00a0connu une r\u00e9elle augmentation.<\/p>\n<p>Y a-t-il eu des cons\u00e9quences n\u00e9gatives observ\u00e9es lors de l&rsquo;introduction de cette nouvelle r\u00e9glementation? On constate\u00a0que un ralentissement de productivit\u00e9 de l&rsquo;ordre de 2,5% au sein des entreprises concern\u00e9es. Mais cette diminution a \u00e9t\u00e9 compens\u00e9e par la r\u00e9duction de 2,8% des co\u00fbts salariaux totaux.<em>\u00ab\u00a0Il est possible que la transparence ait aussi un effet d\u00e9motivationnel sur les collaboratrices qui constatent que leur niveau de r\u00e9mun\u00e9ration est inf\u00e9rieur \u00e0 celui de leurs homologues masculins.
