Cette r\u00e9glementation permet aux travailleurs d\u2019\u00e9changer leur voiture de soci\u00e9t\u00e9, qui repr\u00e9sente une partie de leur salaire, contre une r\u00e9mun\u00e9ration plus \u00e9lev\u00e9e. Or, pratiquement aucune cotisation sociale ni imp\u00f4t ne sera pr\u00e9lev\u00e9 sur cette r\u00e9mun\u00e9ration. En outre, cette l\u00e9gislation ne r\u00e9soudra pas les probl\u00e8mes de mobilit\u00e9 durable, de qualit\u00e9 de l\u2019air ou de r\u00e9chauffement climatique. Selon ces organisations, <em>\u00ab\u00a0ce n\u2019est donc qu\u2019un montage (para)fiscal qui nuit \u00e0 la mobilit\u00e9 durable et \u00e0 la s\u00e9curit\u00e9 sociale.\u00a0\u00bb<\/em><!--more--><\/p>\n<p>Par ailleurs, la FGTB et la CSC craignent que le &lsquo;budget mobilit\u00e9&rsquo; qui est l\u2019alternative propos\u00e9e par les interlocuteurs sociaux, ne suive pas l\u2019orientation souhait\u00e9e. Le projet de loi du gouvernement relatif au budget mobilit\u00e9 ne comporte en effet aucun incitant pour \u00e9cologiser le parc des v\u00e9hicules de soci\u00e9t\u00e9.<\/p>\n<p><em>\u00ab\u00a0La d\u00e9finition d\u2019une voiture respectueuse de l\u2019environnement reste vague et pr\u00e9sente de nombreuses lacunes (fins de s\u00e9rie, voitures hybrides, etc.). Il serait par souhaitable d\u2019utiliser l\u2019Ecoscore comme crit\u00e8re. L\u2019Ecoscore est en effet la norme europ\u00e9enne pour \u00e9valuer dans quelle mesure une voiture est respectueuse de l\u2019environnement. Dans le projet de loi, il n\u2019est plus question non plus de fixer un plafond pour le &lsquo;budget mobilit\u00e9&rsquo; total, ni un seuil pour les moyens consacr\u00e9s \u00e0 la de mobilit\u00e9 durable, ni une limite maximum pour le montant qui peut encore \u00eatre encaiss\u00e9. Le projet du gouvernement est complexe et, combin\u00e9 \u00e0 la mesure \u00ab cash for cars \u00bb, il donne libre cours \u00e0 de nombreux abus. Il accro\u00eet le risque de conversion du salaire en budget mobilit\u00e9 ou en indemnit\u00e9 mobilit\u00e9.\u00a0\u00bb<\/em><\/p>\n<p>La CSC et la FGTB constatent que la politique de mobilit\u00e9 de ce gouvernement ne reste\u00a0tr\u00e8s d\u00e9cevante. <em>\u00ab\u00a0D\u2019autant qu\u2019aucun effort n\u2019a \u00e9t\u00e9 consenti pour am\u00e9liorer les transports en commun et les rendre plus attractifs, pour rendre durable un sc\u00e9nario d\u2019extinction des voitures de soci\u00e9t\u00e9 qui permettrait aux travailleurs de ne pas devoir s\u2019inqui\u00e9ter de leurs revenus, ou pour augmenter et g\u00e9n\u00e9raliser l\u2019indemnit\u00e9 v\u00e9lo.\u00a0\u00bb<\/em><br \/>\n<em><br \/>\nSource : CSC &#8211; FGTB<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>La CSC, la FGTB, Inter-Environnement Bruxelles, Climaxi et Climate Express intentent un recours aupr\u00e8s de la Cour constitutionnelle contre la loi \u00ab\u00a0cash for car\u00a0\u00bb.
