Il ressort des chiffres d\u2019Acerta qu\u2019au cours de la premi\u00e8re ann\u00e9e de vie du syst\u00e8me, seulement 65 voitures de soci\u00e9t\u00e9 sur 100 000, soit 0,065 % de toutes les voitures de soci\u00e9t\u00e9, ont ainsi \u00e9t\u00e9 supprim\u00e9es. Selon Acerta, le budget de mobilit\u00e9 devrait susciter plus d\u2019enthousiasme. Il a \u00e9t\u00e9 approuv\u00e9 hier par la Chambre et entrera en vigueur en toute probabilit\u00e9 ce premier mars.<!--more--><\/p>\n<p><em>\u00ab\u00a0Le peu de succ\u00e8s remport\u00e9 par l\u2019allocation de mobilit\u00e9 introduite le 1er janvier 2018 n\u2019est pas vraiment surprenant. En effet, le travailleur qui opte pour cette allocation se d\u00e9fait de sa voiture de soci\u00e9t\u00e9 et doit financer et organiser lui-m\u00eame ses d\u00e9placements et ceux de sa famille. L\u2019intervention de l\u2019employeur dans les d\u00e9placements domicile &#8211; lieu de travail est en outre exclue\u00a0\u00bb<\/em>, comme l&rsquo;explique Olivier Marcq, juriste chez Acerta.<\/p>\n<p>Le montant de l\u2019allocation de mobilit\u00e9 doit \u00eatre d\u00e9termin\u00e9e sur la base du prix catalogue de la voiture rendue. La formule est la suivante : prix catalogue x 6\/7e x 24% (20 % si le travailleur ne disposait pas d&rsquo;une carte essence). Le travailleur paie encore des imp\u00f4ts sur l\u2019allocation de mobilit\u00e9.<\/p>\n<p>En optant pour cette allocation, le travailleur ne doit pas seulement s\u2019assurer qu\u2019il finance ses d\u00e9placements domicile &#8211; lieu de travail, mais aussi tous les autres d\u00e9placements priv\u00e9s qu\u2019il effectuait auparavant avec le v\u00e9hicule de soci\u00e9t\u00e9.<\/p>\n<p><strong><em>Le budget de mobilit\u00e9, plus s\u00e9duisant?<\/em><\/strong><\/p>\n<p>Olivier Marcq explique : <em>\u00ab En comparaison avec la r\u00e9glementation cash for car, le budget de mobilit\u00e9 est une mesure plus avanc\u00e9e : le travailleur re\u00e7oit un budget de mobilit\u00e9 (budget plus \u00e9lev\u00e9 que l\u2019allocation de mobilit\u00e9) mis \u00e0 disposition. Ce budget sera nettement sup\u00e9rieur \u00e0 ce qu\u2019il pourrait recevoir comme allocation de mobilit\u00e9 brute. Il peut ainsi opter en premi\u00e8re instance pour une voiture \u00e9lectrique ou \u00e0 faibles \u00e9missions de CO2 que l\u2019employeur peut mettre \u00e0 sa disposition. Dans la mesure o\u00f9 le budget de mobilit\u00e9 n\u2019est pas utilis\u00e9 \u00e0 cette fin, il peut l\u2019utiliser pour financer d\u2019autres moyens de transport durables. Seule la partie du budget qui n\u2019est pas utilis\u00e9e \u00e0 la fin de l\u2019ann\u00e9e lui est pay\u00e9e apr\u00e8s une retenue de 38,07 %. Si les employeurs peuvent et veulent effectivement proposer une voiture \u00e0 plus faible rejet de CO2 au travailleur qui veut profiter du budget de mobilit\u00e9, le budget de mobilit\u00e9 aura plus de succ\u00e8s que la r\u00e9glementation \u201ccash for car\u201d. \u00bb<\/em><\/p>\n<p>Le budget de mobilit\u00e9 offre au travailleur un budget brut qu\u2019il peut utiliser pour organiser sa mobilit\u00e9 durable. Seule la somme non d\u00e9pens\u00e9e est soumise \u00e0 une retenue. Une distinction importante vis-\u00e0-vis de l\u2019allocation de mobilit\u00e9 qui est directement soumise \u00e0 un imp\u00f4t.<\/p>\n<p>En outre, la r\u00e9glementation en mati\u00e8re de budget de mobilit\u00e9 a pour ambition que l\u2019employeur qui introduit ceci dans son entreprise mette \u00e9galement sa flotte de v\u00e9hicules au vert. En effet, dans un monde id\u00e9al, l\u2019employeur devrait pr\u00e9voir que les travailleurs qui se d\u00e9font de leur voiture de soci\u00e9t\u00e9 puissent b\u00e9n\u00e9ficier d\u2019une autre voiture de soci\u00e9t\u00e9 qui soit \u00e9lectrique ou r\u00e9ponde aux normes strictes d\u2019\u00e9missions (le projet de loi approuv\u00e9 pr\u00e9voit une limitation des \u00e9missions jusqu\u2019\u00e0 105 g\/km en 2019, 100 g\/km en 2020 et 95 g\/km apr\u00e8s cette date).<\/p>\n<p>Si le budget mis \u00e0 disposition n\u2019est pas utilis\u00e9, le travailleur peut utiliser le montant brut pour financer sa mobilit\u00e9 avec des moyens de transport durables.
