Apr\u00e8s l&rsquo;accord intervenu au sein du Groupe des Dix, les syndicats vont pr\u00e9senter le fruit du travail des consensus \u00e0 &lsquo;la base&rsquo; afin de revenir autour de la table, dot\u00e9 d&rsquo;un mandat&#8230; ou pas. Ce n&rsquo;est que le 26 mars que le Conseil g\u00e9n\u00e9ral de la CSC d\u00e9cidera s\u2019il approuve ce projet d\u2019accord.<!--more--><\/p>\n<p>Le projet d\u2019accord stipule que, pour les deux ann\u00e9es \u00e0 venir, les salaires pourront augmenter de 1,1%, en plus de l\u2019indice (estim\u00e9 \u00e0 3,4%), soit 40% (500 millions d\u2019euros) de plus que la marge salariale initiale de 0,8%. Le salaire minimum intersectoriel sera \u00e9galement augment\u00e9 de 1,1% au 1er juillet 2019. Les partenaires sociaux ont convenu de viser une augmentation des salaires bruts plut\u00f4t que des avantages nets. Par communiqu\u00e9, le syndicat chr\u00e9tien commente: <em>\u00ab\u00a0C\u2019est important car les indemnit\u00e9s de maladie, les allocations de ch\u00f4mage, la pension, etc. sont calcul\u00e9es sur le salaire brut. Pour majorer le salaire minimum au-del\u00e0 de 1,1%, un groupe de travail examinera d\u2019ici \u00e0 l\u2019automne ce qui est envisageable, \u00e9ventuellement au travers de mesures fiscales et parafiscales. Les navetteurs qui se rendent au travail en transports en commun pourront \u00e9galement b\u00e9n\u00e9ficier d\u2019une augmentation de l\u2019intervention de l\u2019employeur, qui passe de 64% \u00e0 70% et est \u00e9tendue aux d\u00e9placements de moins de 5 km. Malheureusement, aucun accord n\u2019a pu \u00eatre d\u00e9gag\u00e9 concernant une g\u00e9n\u00e9ralisation de l\u2019indemnit\u00e9 v\u00e9lo, hormis une recommandation aux secteurs pour les inciter \u00e0 l\u2019adopter.\u00a0\u00bb<\/em><\/p>\n<p>Les allocataires sociaux b\u00e9n\u00e9ficieront \u00e9galement d\u2019une augmentation de leur pouvoir d\u2019achat, \u00e0 hauteur d\u2019environ 640 millions d\u2019euros. Moyennant l\u2019accord du gouvernement, 80 millions d\u2019euros pourraient s\u2019y ajouter \u00e0 partir de 2020. <em>\u00ab\u00a0Les mesures les plus marquantes de cet accord sur l\u2019enveloppe de la liaison au bien-\u00eatre sont, d\u2019une part, l\u2019augmentation du p\u00e9cule de vacances des pensionn\u00e9s et des invalides et, d\u2019autre part, la forte majoration des minimas\u00a0\u00bb <\/em>rel\u00e8ve-t-on du c\u00f4t\u00e9 syndical.<\/p>\n<p>Le Groupe des Dix a \u00e9galement d\u00e9cid\u00e9 de maintenir \u00e0 55 ans l\u2019\u00e2ge d\u2019acc\u00e8s aux emplois de fin de carri\u00e8re \u00e0 1\/5\u00e8me temps et \u00e0 57 ans pour les emplois de fin de carri\u00e8re \u00e0 mi-temps. L\u2019\u00e2ge d\u2019acc\u00e8s aux diff\u00e9rents syst\u00e8mes d\u00e9rogatoires de RCC est maintenu \u00e0 59 ans pour les deux prochaines ann\u00e9es, hormis deux exceptions (le RCC m\u00e9dical qui reste fix\u00e9 \u00e0 58 ans en 2019 et 2020 et le RCC entreprises en difficult\u00e9\/restructuration qui reste fix\u00e9 \u00e0 58 ans en 2019 et est relev\u00e9 \u00e0 59 ans en 2020).<\/p>\n<p><em>\u00ab\u00a0Autre \u00e9l\u00e9ment important: les employeurs ont finalement renonc\u00e9 \u00e0 leurs exigences \u00e9lev\u00e9es en mati\u00e8re de flexibilit\u00e9. Les 260 heures volontaires suppl\u00e9mentaires ont pu \u00eatre ramen\u00e9es \u00e0 20, en sus du r\u00e9gime actuel de 100 heures.\u00a0\u00bb<\/em><\/p>\n<p>Pendant ce temps, les administrateurs UCM ont eux aussi pris connaissance du projet d&rsquo;accord interprofessionnel 2019-2020 n\u00e9goci\u00e9 au Groupe des dix. Ils ont approuv\u00e9 le texte \u00e0 l&rsquo;unanimit\u00e9. L&rsquo;organisation repr\u00e9sentative des entrepreneurs ind\u00e9pendants estime que <em>\u00ab\u00a0la marge salariale, fix\u00e9e \u00e0 1,1 % au-del\u00e0 de l&rsquo;inflation, est raisonnable et conforme \u00e0 la loi sur la sauvegarde de la comp\u00e9titivit\u00e9. Une r\u00e9flexion est pr\u00e9vue pour un rel\u00e8vement plus important du salaire minimum, mais sans augmentation si possible des co\u00fbts pour les entreprises.\u00a0Davantage de souplesse est apport\u00e9e aux employeurs puisque le nombre maximal d&rsquo;heures suppl\u00e9mentaires sera port\u00e9 de 100 \u00e0 120 par an.\u00a0\u00bb<\/em><\/p>\n<p>Elle souligne aussi que la part des frais de d\u00e9placement \u00e0 charge des employeurs est quelque peu augment\u00e9e, mais les partenaires sociaux poursuivront leur travail pour simplifier la situation existante et favoriser l&rsquo;utilisation de moyens de transport durables et donc la mobilit\u00e9, conform\u00e9ment aux attentes de l&rsquo;UCM.<br \/>\n<em>\u00ab\u00a0Un r\u00e9gime d&rsquo;activation de l&rsquo;indemnit\u00e9 de pr\u00e9avis sera \u00e9labor\u00e9 afin de faciliter la remise \u00e0 l&#8217;emploi des personnes licenci\u00e9es. C&rsquo;est positif au vu des p\u00e9nuries de main-d&rsquo;\u0153uvre.\u00a0Le projet ent\u00e9rin\u00e9 la nuit derni\u00e8re tend \u00e0 r\u00e9partir l&rsquo;enveloppe bien-\u00eatre de fa\u00e7on \u00e9quitable et sans creuser de pi\u00e8ges \u00e0 l&#8217;emploi.<\/em><br \/>\n<em> La clause de paix sociale int\u00e9gr\u00e9e \u00e0 l&rsquo;accord est importante pour l&rsquo;UCM. Le fait de donner un cadre aux n\u00e9gociations sectorielles est une garantie de relative s\u00e9r\u00e9nit\u00e9 et de coh\u00e9rence du monde du travail.\u00a0\u00bb<\/em><\/p>\n<p>Pour toutes ces raisons, l&rsquo;UCM souhaite vivement que le projet d&rsquo;accord puisse entrer en application dans toutes ses dimensions. <em>\u00ab\u00a0Le mod\u00e8le social belge m\u00e9rite d&rsquo;\u00eatre pr\u00e9serv\u00e9 puisqu&rsquo;il a abouti \u00e0 un texte \u00e9quilibr\u00e9, qui tient compte des attentes des salari\u00e9s comme des r\u00e9alit\u00e9s des employeurs, et ouvre la porte \u00e0 des am\u00e9liorations du fonctionnement du march\u00e9 du travail.\u00a0\u00bb<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>La CSC annonce l&rsquo;entame du processus de consultation sur le projet d\u2019accord interprofessionnel.
