Les constats sont sans appel : les personnes d\u2019origine \u00e9trang\u00e8re rencontrent plus de difficult\u00e9 \u00e0 s\u2019ins\u00e9rer dans le march\u00e9 du travail et ne se voient pas offrir les m\u00eames perspectives de carri\u00e8re que les personnes d\u2019origine belge. La FGTB Bruxelles invite les acteurs politiques, \u00e9conomiques et sociaux \u00e0 faire de la lutte contre les in\u00e9galit\u00e9s, sur et en dehors du march\u00e9 du travail, une priorit\u00e9 de la prochaine l\u00e9gislature.<!--more--><\/p>\n<p>Bruxelles est la Ville la plus cosmopolite d\u2019Europe. 73% de la population est d\u2019origine \u00e9trang\u00e8re. Une population d\u2019origine \u00e9trang\u00e8re majoritairement originaire d\u2019Europe (43%) du Maghreb (26%) et d\u2019Afrique subsaharienne (9%). <em>\u00ab\u00a0A titre de comparaison, la commune d\u2019Anvers atteignait une proportion d\u2019habitants d\u2019origine \u00e9trang\u00e8re de 48,1% en 2016&#8230;\u00a0\u00bb<\/em> pr\u00e9cise Estelle CEULEMANS, Secr\u00e9taire g\u00e9n\u00e9rale de la FGTB Bruxelles. <em>\u00ab\u00a0Pour la r\u00e9gion bruxelloise ce brassage repr\u00e9sente tant un v\u00e9ritable d\u00e9fi en mati\u00e8re d\u2019int\u00e9gration et de compr\u00e9hension mutuelle qu\u2019une plus-value indiscutable en termes de diversit\u00e9. Pourtant, force est de constater que les in\u00e9galit\u00e9s sur le march\u00e9 du travail continuent de toucher plus sp\u00e9cifiquement certaines franges de la population bruxelloise. Les principaux constats tir\u00e9s du Monitoring bruxellois des in\u00e9galit\u00e9s au travail r\u00e9alis\u00e9 par la FGTB Bruxelles sur base des donn\u00e9es r\u00e9colt\u00e9es par Unia et le SPF Emploi, Travail et Concertation sociale sont sans appel.\u00a0\u00bb<\/em><\/p>\n<p>\u2022 Le taux de ch\u00f4mage des personnes d\u2019origine \u00e9trang\u00e8re est globalement plus \u00e9lev\u00e9 que celui des personnes d\u2019origines belges. A titre d\u2019illustration, le taux de ch\u00f4mage des personnes originaires d\u2019Afrique subsaharienne et des personnes d\u2019origine maghr\u00e9bine est respectivement 2,7 et 2,8 fois plus \u00e9lev\u00e9s que celui des personnes d\u2019origine belge ;<br \/>\n\u2022 A niveau d\u2019\u00e9ducation \u00e9quivalent, les \u00e9carts de taux d\u2019emploi restent tr\u00e8s larges entre personnes d\u2019origine belge et non belge. Principalement \u00e0 haut niveau d\u2019\u00e9ducation ;<br \/>\n\u2022 Les personnes d\u2019origine \u00e9trang\u00e8re travaillent en g\u00e9n\u00e9ral dans des secteurs offrant des bas salaires et moins de s\u00e9curit\u00e9 d\u2019emploi ;<br \/>\n\u2022 Les travailleurs d\u2019origine \u00e9trang\u00e8re (en particulier du Maghreb et d\u2019Afrique subsaharienne) sont bien plus souvent occup\u00e9s sous contrat int\u00e9rimaire que les travailleurs d\u2019origine belge ;<br \/>\n\u2022 Les emplois de qualit\u00e9, mieux pay\u00e9s et plus stables, ont tendance \u00e0 \u00eatre r\u00e9serv\u00e9s aux personnes d\u2019origine belge ;<br \/>\n\u2022 Certains groupes d\u2019origine \u00e9trang\u00e8re, surtout maghr\u00e9bine, sont bien repr\u00e9sent\u00e9s dans le secteur public \u00e0 Bruxelles mais s\u2019y retrouvent sous-repr\u00e9sent\u00e9s dans les contrats statutaires, de meilleure qualit\u00e9 (Maghr\u00e9bins : 18% ; Africains subsahariens : 11% ; Belges : 51%) ;<\/p>\n<p>Plusieurs facteurs peuvent expliquer cette situation d\u00e9favorable des personnes d\u2019origine \u00e9trang\u00e8re sur le march\u00e9 du travail bruxellois :<\/p>\n<p>1) Premi\u00e8rement, les personnes d\u2019origine \u00e9trang\u00e8re sont victimes d\u2019in\u00e9galit\u00e9s structurelles dans d\u2019autres domaines que l\u2019emploi, tels que la sant\u00e9, le logement et l\u2019enseignement, ce qui complique leur insertion dans le march\u00e9 du travail.<br \/>\n2) Ces in\u00e9galit\u00e9s structurelles ont tendance \u00e0 se reproduire de g\u00e9n\u00e9ration en g\u00e9n\u00e9ration.<br \/>\n3) A ces difficult\u00e9s s\u2019ajoute la discrimination, bas\u00e9e sur des st\u00e9r\u00e9otypes irrationnels li\u00e9s \u00e0 l\u2019origine.<\/p>\n<p>Face \u00e0 ces constats, la FGTB Bruxelles exige de rendre obligatoire la r\u00e9alisation de plans de diversit\u00e9 pour toutes les entreprises de plus de 100 travailleurs b\u00e9n\u00e9ficiant d\u2019aides, de primes et subventions r\u00e9gionales.
