La proposition concr\u00e8te relative au management a obtenu l&rsquo;accord de principe de la part des comit\u00e9s de gestion des deux institutions.<!--more--><\/h1>\n<p>La proposition du management relative \u00e0 la fusion des deux institutions a obtenu l&rsquo;accord de principe des Comit\u00e9s de gestion de l&rsquo;ONSS et de l&rsquo;ORPSS. A cet \u00e9gard, la date envisag\u00e9e pour la fusion est fix\u00e9e au 1er janvier 2017.<\/p>\n<h2>Pourquoi fusionner ?<\/h2>\n<p>La s\u00e9curit\u00e9 sociale moderne qui a \u00e9merg\u00e9 au sortir de la Deuxi\u00e8me Guerre mondiale impliquait une profonde rationalisation des assurances sociales en Belgique. En ce qui concerne l&rsquo;organisation du syst\u00e8me, une distinction \u00e9tait effectu\u00e9e, d\u00e9sormais, entre les institutions charg\u00e9es d&rsquo;octroyer et de payer les allocations sociales et celles en charge de la perception des cotisations. L&rsquo;instauration de la gestion paritaire des IPSS (institutions publiques de s\u00e9curit\u00e9 sociale) fixa l&rsquo;implication des partenaires sociaux.<\/p>\n<p>La structure de base qui a \u00e9merg\u00e9 en 1944 est rest\u00e9e relativement stable au cours des 70 derni\u00e8res ann\u00e9es! Logiquement, le syst\u00e8me n&rsquo;a cess\u00e9 d&rsquo;\u00e9voluer, mais c&rsquo;est surtout la sixi\u00e8me r\u00e9forme de l&rsquo;Etat (2012) qui influe fortement sur le fonctionnement de la s\u00e9curit\u00e9 sociale eu \u00e9gard aux importants pans des politiques du march\u00e9 de l&#8217;emploi et de soins aux personnes \u00e2g\u00e9es, ainsi que du syst\u00e8me des allocations familiales, qu&rsquo;elle a transf\u00e9r\u00e9s aux R\u00e9gions et Communaut\u00e9s.<\/p>\n<p>Il n&rsquo;est d\u00e8s lors pas \u00e9tonnant que le pr\u00e9c\u00e9dent gouvernement ait fait ins\u00e9rer dans les dispositions communes des contrats d&rsquo;administration 2012-2015 des IPSS une disposition pr\u00e9voyant que le Coll\u00e8ge des IPSS (le management) et les partenaires sociaux (les gestionnaires) feront en concertation une analyse de faisabilit\u00e9 et pr\u00e9senteront des sc\u00e9narios concernant une r\u00e9vision de l\u2019organisation administrative de la s\u00e9curit\u00e9 sociale. L&rsquo;accord gouvernemental actuel contient diverses dispositions en ce sens.<\/p>\n<p>A travers cet accord de principe sur la fusion entre l&rsquo;ONSS et l&rsquo;ORPSS, les partenaires sociaux et le management posent un premier geste concret dans le cadre de la r\u00e9forme envisag\u00e9e pour l&rsquo;organisation administrative de la s\u00e9curit\u00e9 sociale. L&rsquo;int\u00e9gration de la perception, la gestion des cotisations sociales et la fixation de certaines missions sp\u00e9cifiques en constituent le fondement.<\/p>\n<p>Gr\u00e2ce \u00e0 cette fusion, l&rsquo;institution sera plus \u00e0 m\u00eame de relever les d\u00e9fis budg\u00e9taires. Tout accroissement d&rsquo;\u00e9chelle cr\u00e9\u00e9e une organisation forte et de qualit\u00e9 qui garantit la prestation de services aux employeurs et aux travailleurs, et ce dans un souci constant d&rsquo;am\u00e9lioration et de modernisation.<\/p>\n<p>Cette fusion permettra \u00e9galement de rationaliser l&rsquo;ex\u00e9cution de certaines missions essentielles, d&rsquo;optimaliser l&rsquo;h\u00e9bergement et de r\u00e9aliser le patrimoine lib\u00e9r\u00e9. Les recettes de la vente de ce dernier pourront notamment servir \u00e0 financer la transition.
