La Belgique est l\u2019un des pires \u00e9l\u00e8ves de l\u2019Union europ\u00e9enne sur cette question et, malgr\u00e9 les mesures prises ces derni\u00e8res ann\u00e9es, la situation ne s\u2019am\u00e9liore pas significativement.<!--more--><\/p>\n<p>D\u2019apr\u00e8s l\u2019\u00e9tude de l\u2019Institut pour l\u2019\u00e9galit\u00e9 des femmes et des hommes, il semble que les femmes sont clairement sous-repr\u00e9sent\u00e9es parmi les postes \u00e0 responsabilit\u00e9s de la fonction publique belge, en particulier au niveau f\u00e9d\u00e9ral.<br \/>\nEn 2017, les femmes ne repr\u00e9sentaient que 29% du 1er degr\u00e9 de la hi\u00e9rarchie de l\u2019ensemble de la fonction publique f\u00e9d\u00e9rale (services publics f\u00e9d\u00e9raux et autres institutions publiques telles que l\u2019Inami ou l\u2019Afsca). Et ce, malgr\u00e9 un arr\u00eat\u00e9 royal adopt\u00e9 en 2012 et instaurant un quota d\u2019un tiers de chaque sexe au sein des comit\u00e9s de direction.<\/p>\n<p>Une analyse plus d\u00e9taill\u00e9e &#8211; ne prenant en compte que les services publics f\u00e9d\u00e9raux (SPF) &#8211; r\u00e9v\u00e8le certains comit\u00e9s de direction tr\u00e8s in\u00e9galitaires. Ainsi par exemple, le comit\u00e9 de direction du SPF Finances ne comptait en 2017 que 4 femmes pour 16 hommes, celui de la Justice 2 femmes pour 9 hommes, et enfin aucune femme pour 6 hommes \u00e0 la Sant\u00e9 publique. Enfin, tant en 2012 qu\u2019en 2017, une seule femme est Pr\u00e9sidente d\u2019un comit\u00e9 de direction d\u2019un SPF.<\/p>\n<p>Avec de tels chiffres, le top du niveau f\u00e9d\u00e9ral est \u00e0 la tra\u00eene par rapport aux entit\u00e9s f\u00e9d\u00e9r\u00e9es. Alors que seulement 1 top manager de SPF sur 8 \u00e9tait une femme en 2017, elles \u00e9taient 4 femmes pour 5 hommes \u00e0 la R\u00e9gion wallonne, 2 femmes pour 5 hommes \u00e0 la R\u00e9gion de Bruxelles-Capitale, 2 femmes pour 8 hommes \u00e0 la F\u00e9d\u00e9ration Wallonie-Bruxelles et 2 femmes pour 9 hommes pour la Flandre.<\/p>\n<p>Si l\u2019on compare la situation du niveau f\u00e9d\u00e9ral belge avec celle des autres pays de l\u2019Union europ\u00e9enne, la Belgique se retrouve \u00e9galement en queue de peloton. Seuls 2 membres de comit\u00e9 de direction d\u2019un service public f\u00e9d\u00e9ral sur 10 sont des femmes contre 4 sur 10 au niveau europ\u00e9en.<\/p>\n<p>Pour Michel Pasteel, directeur de l\u2019Institut pour l\u2019\u00e9galit\u00e9 des femmes et des hommes, <em>\u00ab la fonction publique f\u00e9d\u00e9rale doit donner l\u2019exemple et fournir davantage d\u2019efforts pour atteindre l\u2019\u00e9galit\u00e9 de genre au top \u00bb.<\/em><br \/>\nC\u2019est pourquoi, l\u2019Institut demande au prochain gouvernement f\u00e9d\u00e9ral de s\u2019engager \u00e0 mettre strictement en \u0153uvre l\u2019arr\u00eat\u00e9 royal de 2012 et \u00e0 prendre les mesures compl\u00e9mentaires suivantes :<br \/>\n&#8211; assurer un monitoring annuel des d\u00e9cisions de nomination pour les postes de management;<br \/>\n&#8211; imposer une obligation explicite de motivation s\u2019il est d\u00e9cid\u00e9 de d\u00e9roger aux r\u00e8gles ;<\/p>\n<p>L\u2019Institut recommande l\u2019adoption d\u2019un plan strat\u00e9gique \u00e9galit\u00e9-diversit\u00e9 sous la responsabilit\u00e9 du-de la Ministre de la Fonction publique ainsi que la d\u00e9signation d\u2019un-e responsable de l\u2019\u00e9galit\u00e9 des femmes et des hommes nomm\u00e9 au sein du SPF Strat\u00e9gie et Appui.
