La question pos\u00e9e ce 10 septembre \u00e0 Namur m\u00e9ritait bien quelques mots de conclusion \u00e0 l&rsquo;issue de cette conf\u00e9rence organis\u00e9e conjointement par l&rsquo;EAP (Ecole d&rsquo;Administration Publique), Digital Wallonia, FormaForm et Peoplesphere. Car l\u2019\u00e9mergence de l\u2019Intelligence Artificielle (IA) au sein de nos organisations provoquent des sentiments contraires&#8230;<!--more--><\/p>\n<p>Nous pouvons rapidement passer de l\u2019enthousiasme &#8211; en imaginant les gains d\u2019efficacit\u00e9 que la technologie est susceptible de nous offrir &#8211; \u00e0 l\u2019inqui\u00e9tude, lorsqu\u2019il faut bien r\u00e9aliser que nombre d\u2019emplois peuvent \u00eatre menac\u00e9s par l\u2019introduction de l\u2019IA dans nos services.<\/p>\n<p>A l\u2019\u00e9vidence, nous ne sommes pas face \u00e0 des choix faciles. Certains avancent qu\u2019il ne faut pas avoir peur annon\u00e7ant que l\u2019Intelligence Artificielle cr\u00e9era \u00e0 coup s\u00fbr autant de jobs qu\u2019elle n\u2019en d\u00e9truira. D\u2019autres argumentent que les gains de productivit\u00e9 envisageables sont tels que nous ne pouvons en aucun cas les n\u00e9gliger. La question centrale reste \u00e0 nos yeux celle de la ma\u00eetrise\u2026<\/p>\n<p>Sommes-nous bel et bien engag\u00e9s dans un nouveau cycle de transformation dont nous mesurons tous les param\u00e8tres?<br \/>\nCette nouvelle matin\u00e9e que nous vous avons propos\u00e9e nous aura permis de d\u00e9passer le stade de la d\u00e9couverte &#8211; l\u2019occasion de remercier une nouvelle fois l\u2019ensemble de nos intervenants ! &#8211; pour tirer quelques esneignements utiles. Dont ce qui suit :<\/p>\n<p>1. L\u2019introduction de l&rsquo;IA dans nos activit\u00e9s quotidiennes est une transformation profonde de nos modes de travail d\u2019aujourd\u2019hui et de demain. Elle rend obsol\u00e8te certaines pratiques install\u00e9es depuis longtemps d\u00e9j\u00e0. S\u2019agit-il de la nouvelle \u00e9lectricit\u00e9, ou du nouveau p\u00e9trole, comme nous l\u2019entendons fr\u00e9quemment ? L\u2019avenir nous le dira. Ce que nous constatons aujourd\u2019hui, c\u2019est qu\u2019avec les d\u00e9marches en cours visant \u00e0 installer l\u2019IA na\u00eet un puissant courant d\u2019affaires, un business en d\u2019autres mots. Et les enjeux financiers associ\u00e9s ne devraient pas nous d\u00e9tourner de l\u2019essentiel.<\/p>\n<p>2. L\u2019IA nous invite \u00e0 plusieurs r\u00e9flexions profondes, qui sont loin d\u2019\u00eatre abouties \u00e0 ce jour\u2026 Quelle gouvernance de la donn\u00e9e allons-nous d\u00e9terminer? Comment les enjeux \u00e9thiques et soci\u00e9taux sont-ils abord\u00e9s? La question de la connectivit\u00e9 des citoyens, usagers, collaborateurs est-elle suffisamment mature pour que l\u2019IA n\u2019introduise pas de nouvelles discriminations non souhaitables?<\/p>\n<p>3. Inspirons nous d\u2019initiatives de bon sens telles que l\u2019installation d\u2019incubateurs internes qui permettent \u00e0 de \u2018petits\u2019 projets de s\u2019\u00e9panouir en donnant la possibilit\u00e9 \u00e0 nos coll\u00e8gues de s\u2019emparer de l\u2019IA et de ses potentialit\u00e9s afin de mieux r\u00e9pondre aux probl\u00e9matiques concr\u00e8tes qu\u2019ils rencontrent. L&rsquo;exemple du Minist\u00e8re de la F\u00e9d\u00e9ration Wallonie Bruxelles, illustr\u00e9 par le projet Diplo, est r\u00e9v\u00e9lateur \u00e0 cet \u00e9gard.<\/p>\n<p>Ceci \u00e9tant convenu, nous sommes certainement pr\u00eats d\u00e9sormais \u00e0 \u00e9laborer une strat\u00e9gie en mati\u00e8re d\u2019Intelligence Artificielle pour nos institutions et services. Il y a un pr\u00e9alable majeur, comme nous le rappelait justement Michel Van Hoegaerden (Program Manager Digital Transformation SPF Finances): il faut d\u00e9velopper en amont une strat\u00e9gie d\u2019organisation et un plan RH qui permettra d\u2019accueillir l\u2019IA en garantissant la ma\u00eetrise de ses d\u00e9veloppements.<br \/>\nSi cette condtion est remplie, l\u2019IA sera \u00e0 coup s\u00fbr le moyen id\u00e9al d\u2019atteindre le niveau de polyvalence attendu pour chaque collaborateur de nos services publics.<br \/>\nIl nous appartient donc de \u2018mieux\u2019 g\u00e9rer nos propres contradictions\u2026 Nous ne pouvons \u00e0 la fois pr\u00e9tendre qu\u2019il faut mettre l\u2019humain au centre et, dans le m\u00eame temps, nous engager t\u00eate baiss\u00e9e dans la mise en oeuvre non r\u00e9fl\u00e9chie de l\u2019Intelligence Artificielle.
