C\u2019est ainsi que, du 1er juin au 31 juillet 2019, les entreprises et les (sous-)commissions paritaires ont pu introduire, aupr\u00e8s du CNT, un projet concret pour le d\u00e9veloppement de pratiques visant la pr\u00e9vention primaire et effective du burn-out en leur sein, moyennant l\u2019octroi d\u2019une subvention. Les projets pourront ainsi d\u00e9marrer d\u00e8s le 1er d\u00e9cembre et \u00eatre mis concr\u00e8tement en \u0153uvre jusqu\u2019au 30 novembre 2020.<!--more--><\/p>\n<p>Pour ce deuxi\u00e8me cycle, le formulaire de soumission des projets-pilotes a \u00e9t\u00e9 adapt\u00e9 afin de faciliter l\u2019introduction des nouveaux projets. 91 demandes ont \u00e9t\u00e9 introduites par des entreprises et 3 demandes au niveau des (sous)-secteurs, t\u00e9moignant d\u2019un v\u00e9ritable besoin de travailler sur la pr\u00e9vention primaire. L\u2019approche choisie par les partenaires sociaux s\u2019appuie sur la volont\u00e9 d\u2019encourager le d\u00e9veloppement de pratiques et d\u2019exp\u00e9riences innovantes sur le terrain, en tenant compte du contexte particulier de chaque entreprise et\/ou (sous)- secteur.<\/p>\n<p>Pour la s\u00e9lection des projets introduits et une appr\u00e9ciation objective des demandes, le Conseil s\u2019est entour\u00e9 d\u2019experts ind\u00e9pendants issus du monde acad\u00e9mique et disposant d\u2019une exp\u00e9rience pratique de terrain.\u00a0Compte tenu du cadre budg\u00e9taire limit\u00e9 et vu le fait que le motif de la mise en place de projets-pilotes est de parvenir \u00e0 une approche couronn\u00e9e de succ\u00e8s, il n\u2019a \u00e9t\u00e9 possible de retenir qu\u2019un nombre limit\u00e9 de demandes.<\/p>\n<p>Les experts ind\u00e9pendants ont, par cons\u00e9quent, \u00e9labor\u00e9 un m\u00e9canisme de notation sur la base du respect ou non des crit\u00e8res de s\u00e9lection d\u00e9coulant de l\u2019avis n\u00b02.080 du 27 f\u00e9vrier 2018 et traduits dans l\u2019arr\u00eat\u00e9 royal du 30 juillet 2018. Toutes les demandes ont \u00e9t\u00e9 trait\u00e9es de mani\u00e8re identique et examin\u00e9es \u00e0 la lumi\u00e8re des grandes lignes d\u00e9finies par les partenaires sociaux en vue de tester des projets novateurs et de qualit\u00e9.<\/p>\n<p>Il a \u00e9t\u00e9 tenu compte, dans la mesure du possible, dans la s\u00e9lection des projets retenus, d\u2019une r\u00e9partition g\u00e9ographique, par secteur d\u2019activit\u00e9 ainsi que de la taille des entreprises.<br \/>\nSur la base du travail des experts, le Conseil a proc\u00e9d\u00e9 \u00e0 la s\u00e9lection et propos\u00e9 au Ministre de l\u2019Emploi, d\u2019allouer un subside \u00e0 37 projets introduits par des entreprises et \u00e0 3 projets sectoriels, faisant un total de 40 projets-pilotes. Cette proposition a fait l\u2019objet d\u2019un avis motiv\u00e9 du Conseil qui a \u00e9t\u00e9 adress\u00e9 au Ministre de l\u2019Emploi, le 30 septembre 2019 et qui contient la liste des projets-pilotes propos\u00e9s.<\/p>\n<p>Il revient \u00e0 pr\u00e9sent au Ministre de se prononcer sur base de cet avis et de porter la d\u00e9cision positive ou n\u00e9gative \u00e0 la connaissance des entreprises et secteurs concern\u00e9s pour le 30 novembre 2019 au plus tard.<\/p>\n<p>Il appartiendra ensuite au Conseil, sur base d\u2019un rapport de synth\u00e8se \u00e9labor\u00e9 par les experts ind\u00e9pendants, de proc\u00e9der en 2021 \u00e0 l\u2019\u00e9valuation des actions r\u00e9alis\u00e9es en 2020 au travers de ces projets- pilotes s\u00e9lectionn\u00e9s, cette \u00e9valuation devant contribuer \u00e0 en tirer des le\u00e7ons dans le but d\u2019am\u00e9liorer la pr\u00e9vention primaire du burn-out de mani\u00e8re globale ainsi que l\u2019\u00e9change et la diffusion de bonnes pratiques.
