Des enveloppes &lsquo;ferm\u00e9es&rsquo; sont pr\u00e9vues en 2016 par la loi instaurant la marge maximale d&rsquo;\u00e9volution du co\u00fbt salarial pour les ann\u00e9es 2015 et 2016. Celle-ci a \u00e9t\u00e9 publi\u00e9e au Moniteur Belge du 30 avril dernier. Cette loi reprend le contenu de l&rsquo;accord social conclu fin janvier 2015 par les partenaires sociaux (le Groupe des dix, sans la FGTB).<!--more--><\/h1>\n<p>En 2015, il n&rsquo;y aura donc pas de marge disponible pour d&rsquo;\u00e9ventuelles augmentations de salaire (norme salariale de 0%, comme en 2013-2014). En 2016, en revanche, des augmentations pourront \u00eatre n\u00e9goci\u00e9es dans les limites de deux enveloppes ferm\u00e9es : une premi\u00e8re enveloppe est fix\u00e9e \u00e0 maximum 0,5 % de la masse salariale brute ; les augmentations salariales qui pourraient \u00eatre accord\u00e9es seront inf\u00e9rieures \u00e0 ces 0,5%, car il faudra tenir compte des cotisations patronales de s\u00e9curit\u00e9 sociale.<\/p>\n<p>Outre cette enveloppe, les employeurs pourront encore accorder des augmentations de salaire net, dans les limites d&rsquo;une seconde enveloppe ferm\u00e9e correspondant \u00e0 maximum 0,3% de la masse salariale, et ce sans co\u00fbts suppl\u00e9mentaires pour l&rsquo;entreprise (il faudra donc aussi imputer les \u00e9ventuelles charges patronales sur l&rsquo;enveloppe).<\/p>\n<p>Pour faciliter la concr\u00e9tisation de ces enveloppes, le gouvernement a accept\u00e9 d&rsquo;ex\u00e9cuter l&rsquo;accord des partenaires sociaux et de relever de 1 euro le montant plafond de la part patronale dans les titres-repas (de 5,91 EUR \u00e0 6,91 EUR) et d&rsquo;augmenter le plafond pour les avantages non r\u00e9currents li\u00e9s aux r\u00e9sultats (CCT 90) jusqu&rsquo;\u00e0 3.200 EUR (montant index\u00e9). Ces mesures rentreront en vigueur le 1er janvier 2016.<\/p>\n<p>Les employeurs se r\u00e9jouissent g\u00e9n\u00e9ralement de la d\u00e9cision m\u00eame s&rsquo;il appartient d\u00e9sormais aux secteurs de n\u00e9gocier comment ces enveloppes seront remplies, sans pouvoir les d\u00e9passer.
