Une analyse macro-\u00e9conomique qui nous rappelle pourquoi il est important de d\u00e9velopper des emplois durables et de veiller \u00e0 l&rsquo;\u00e9galit\u00e9 des genres.<!--more--><\/h1>\n<p>Aujourd\u2019hui, dans la zone OCDE, les 10 % les plus riches de la population ont un revenu d\u2019activit\u00e9 qui est 9,6 fois sup\u00e9rieur \u00e0 celui des 10 % les plus pauvres, alors que la proportion \u00e9tait de 7,1 dans les ann\u00e9es 1980 et 9,1 dans les ann\u00e9es 2000.<\/p>\n<p>Le rapport indique \u00e9galement que le ph\u00e9nom\u00e8ne de concentration est plus marqu\u00e9 encore en termes de patrimoine, ce qui ne fait qu\u2019accentuer la situation globale de d\u00e9savantage des m\u00e9nages \u00e0 faible revenu. En 2012, les 40 % du bas de l\u2019\u00e9chelle de la distribution ne poss\u00e9daient que 3 % du patrimoine total des m\u00e9nages, dans les 18 pays de l\u2019OCDE pour lesquels nous disposons de donn\u00e9es comparables. \u00c0 l\u2019autre extr\u00eame, les 10 % du sommet de la distribution poss\u00e9daient la moiti\u00e9 du patrimoine total des m\u00e9nages et les 1 % les plus riches en poss\u00e9daient 18 %.<\/p>\n<h2>Comment endiguer la mont\u00e9e des in\u00e9galit\u00e9s ?<\/h2>\n<p><em>\u00ab Nous avons atteint un point critique. Les in\u00e9galit\u00e9s dans les pays de l\u2019OCDE n\u2019ont jamais \u00e9t\u00e9 aussi \u00e9lev\u00e9es depuis que nous les mesurons \u00bb<\/em>, a d\u00e9clar\u00e9 le Secr\u00e9taire g\u00e9n\u00e9ral de l\u2019OCDE, Angel Gurr\u00eda, lors du lancement du rapport, \u00e0 Paris, aux c\u00f4t\u00e9s de Marianne Thyssen, Commissaire europ\u00e9enne \u00e0 l\u2019emploi, aux affaires sociales, aux comp\u00e9tences et \u00e0 la mobilit\u00e9 des travailleurs. <em>\u00ab Les donn\u00e9es montrent que de fortes in\u00e9galit\u00e9s nuisent \u00e0 la croissance. L\u2019action politique devrait \u00eatre motiv\u00e9e tant pour des raisons \u00e9conomiques que pour des raisons sociales. En ne s\u2019attaquant pas au probl\u00e8me des in\u00e9galit\u00e9s, les gouvernements affaiblissent le tissu social dans leur pays et compromettent leur croissance \u00e9conomique \u00e0 long terme \u00bb<\/em> a-t-il ajout\u00e9.<\/p>\n<p>Le rapport souligne la n\u00e9cessit\u00e9 de se pr\u00e9occuper des conditions de travail. L\u2019augmentation de la part des personnes travaillant \u00e0 temps partiel, sous contrat \u00e0 dur\u00e9e d\u00e9termin\u00e9e ou comme travailleur ind\u00e9pendant est un facteur important de l\u2019accentuation des in\u00e9galit\u00e9s. Entre 1995 et 2013, plus de la moiti\u00e9 de tous les emplois cr\u00e9\u00e9s dans les pays de l\u2019OCDE relevaient de l\u2019une de ces cat\u00e9gories. Les travailleurs peu qualifi\u00e9s sous contrat temporaire, en particulier, ont des revenus d\u2019activit\u00e9 beaucoup plus faibles et plus instables que ceux des travailleurs permanents.<\/p>\n<p>Les jeunes sont les plus durement touch\u00e9s : 40 % des jeunes occupent un emploi atypique et la moiti\u00e9 environ des travailleurs temporaires ont moins de 30 ans. Les jeunes sont \u00e9galement moins susceptibles de passer d\u2019un emploi temporaire \u00e0 un emploi permanent stable.<\/p>\n<p>Il ressort \u00e9galement comme point cl\u00e9 de ce rapport qu\u2019il faut faire davantage pour r\u00e9duire les \u00e9carts entre hommes et femmes. L\u2019augmentation du nombre des femmes qui travaillent a contribu\u00e9 \u00e0 limiter les in\u00e9galit\u00e9s, bien que leur probabilit\u00e9 d\u2019occuper un emploi r\u00e9mun\u00e9r\u00e9 soit inf\u00e9rieure d\u2019environ 16 % \u00e0 celle des hommes et que leurs r\u00e9mun\u00e9rations soient inf\u00e9rieures d\u2019environ 15 % \u00e0 celles des hommes. Si la proportion de m\u00e9nages dans lesquels la femme travaille s\u2019\u00e9tait maintenue aux niveaux auxquels elle \u00e9tait il y a 20 ou 25 ans, les in\u00e9galit\u00e9s de revenu seraient plus marqu\u00e9es dans la proportion de presque 1 point de coefficient de Gini en moyenne.<\/p>\n<p>Au-del\u00e0 de l\u2019impact sur la coh\u00e9sion sociale, le rapport souligne que l\u2019accentuation des in\u00e9galit\u00e9s et les m\u00e9diocres opportunit\u00e9s sur le march\u00e9 du travail nuisent \u00e0 la croissance \u00e9conomique \u00e0 long terme. On estime que la mont\u00e9e des in\u00e9galit\u00e9s, entre 1985 et 2005, dans les 19 pays de l\u2019OCDE analys\u00e9s, a amput\u00e9 la croissance de 4,7 points de pourcentage en cumul\u00e9 entre 1990 et 2010.
