Les observations de la Cour des Comptes concernant l&rsquo;\u00e9valuation des contrats d&rsquo;administration des SPF et la planification strat\u00e9gique des RH sont tr\u00e8s critiques.<!--more--><\/p>\n<p>Le compte g\u00e9n\u00e9ral transmis par la Cour des comptes se compose de 3 parties. La premi\u00e8re partie de ce volume I comprend les observations de la Cour des comptes sur la politique budg\u00e9taire de l\u2019\u00c9tat f\u00e9d\u00e9ral. La partie II contient les observations de la Cour sur les comptes annuels 2018 de l\u2019administration g\u00e9n\u00e9rale de l\u2019\u00c9tat f\u00e9d\u00e9ral. Enfin, la partie III comprend \u00e9galement les r\u00e9sultats d\u2019audits financiers et th\u00e9matiques que la Cour des comptes a r\u00e9alis\u00e9s durant l\u2019ann\u00e9e.<\/p>\n<p><em><strong>Planification des RH en manque de vision long terme.<\/strong><\/em><\/p>\n<p>L\u2019effectif de l\u2019administration f\u00e9d\u00e9rale a diminu\u00e9 au cours de ces derni\u00e8res ann\u00e9es. L\u2019\u00e2ge moyen des agents f\u00e9d\u00e9raux augmente \u00e9galement peu \u00e0 peu et leur profil de comp\u00e9tences change. L\u2019\u00e9volution des t\u00e2ches des services publics rend la planification strat\u00e9gique des ressources humaines indispensable. La Cour des comptes a examin\u00e9 si et dans quelle mesure les organismes f\u00e9d\u00e9raux r\u00e9alisent cette planification strat\u00e9gique et, dans l\u2019affirmative, quelles m\u00e9thodes ils suivent. Elle a constat\u00e9 que cette planification rel\u00e8ve essentiellement d\u2019un processus budg\u00e9taire, o\u00f9 l\u2019accent est mis sur une confrontation annuelle des besoins en personnel aux budgets allou\u00e9s. Seul un nombre limit\u00e9 de SPF op\u00e8rent une planification strat\u00e9gique sur la base d\u2019une analyse syst\u00e9matique et m\u00e9thodique des objectifs strat\u00e9giques de l\u2019ensemble de l\u2019organisation \u00e0 moyen et \u00e0 long terme. Concernant la mesure de la charge de travail en tant qu\u2019instrument de planification des besoins en personnel, elle est susceptible d\u2019am\u00e9lioration importante.<\/p>\n<p><strong><em>Les contrats d&rsquo;administration d\u00e9j\u00e0 \u00e0 revoir?<\/em> <\/strong><\/p>\n<p>La Cour des comptes a examin\u00e9 les dispositions qui encadrent l\u2019\u00e9valuation des contrats d\u2019administration, dont l\u2019\u00e9valuation m\u00e9thodologique confi\u00e9e au SPF Strat\u00e9gie et Appui (Bosa).<br \/>\nOutre le caract\u00e8re impr\u00e9cis de la r\u00e9glementation, la Cour des comptes a \u00e9galement constat\u00e9 que le SPF Bosa n\u2019a pas r\u00e9dig\u00e9 de propositions d\u2019am\u00e9liorations sur la base de son \u00e9valuation des contrats 2016-2018.<br \/>\nLa Cour des comptes consid\u00e8re que le rapport d\u2019\u00e9valuation du SPF Bosa, une note du coll\u00e8ge des pr\u00e9sidents des comit\u00e9s de direction des SPF et SPP ainsi qu\u2019un audit du Service f\u00e9d\u00e9ral d\u2019audit interne constituent une opportunit\u00e9 pour mener une r\u00e9flexion sur l\u2019instrument que repr\u00e9sente le contrat d\u2019administration. Plusieurs aspects du dispositif doivent en effet \u00eatre clarifi\u00e9s, parmi lesquels la dualit\u00e9 du contrat d\u2019administration, lequel est \u00e0 la fois un instrument de gestion des SPF et SPP et un instrument d\u2019\u00e9valuation des mandataires.
