Six mois apr\u00e8s cette annonce, cette chute se confirme au fur et \u00e0 mesure que les mesures de restriction sont mises en oeuvre. Par contre, il appara\u00eet que les changements porteurs d&rsquo;innovation permettent de retrouver une augmentation de ces m\u00eames indicateurs de motivation des collaborateurs du service public.<\/p>\n<p><em>\u00ab\u00a0Nous ne pensions pas que l&rsquo;annonce en tant que telle aurait un impact n\u00e9gatif aupr\u00e8s des travailleurs. Mais une communication relative \u00e0 une diminution de co\u00fbts est susceptible d&rsquo;influencer les opportunit\u00e9s de carri\u00e8re de ces derniers. Les r\u00e9sultats de nos recherches permettent de rappeler \u00e0 quel point il est important de prendre en compte voire d&rsquo;anticiper les r\u00e9actions des collaborateurs lors de d\u00e9cisions qui sont prises \u00e0 l&rsquo;\u00e9chelon national.\u00a0\u00bb<\/em><\/p>\n<p>Le rapport de recherche intitul\u00e9 <em>\u00ab\u00a0Feeling the squeeze: Public employees\u2019 experiences of cutback and innovation-related organizational changes following a national announcement of budget reductions\u00a0\u00bb<\/em>, a \u00e9t\u00e9 publi\u00e9 dans le Journal of Public Administration par les professeurs Kiefer, Jean Hartley (Open University Business School), Neil Conway, (Royal Holloway &#8211; University of London), et Rob Briner (Bath School of Management). Il se base sur les feedbacks recueillis aupr\u00e8s de 750 fonctionnaires, interrog\u00e9s deux semaines seulement apr\u00e8s l&rsquo;annonce du plan de restrictions budg\u00e9taires, ainsi que six mois plus tard en vue d&rsquo;\u00e9valuer l&rsquo;impact des premiers changements organisationnels.<\/p>\n<p>Les services publics ont subi au cours des six premiers mois d&rsquo;importantes mesures de r\u00e9duction des co\u00fbts: licenciements, gel des budgets, fusion d&rsquo;\u00e9quipes et de services. De nouvelles formes de partenariats ont \u00e9galement pu \u00eatre \u00e9labor\u00e9es.<\/p>\n<p>L&rsquo;\u00e9tude d\u00e9montre alors que tous les changements n&rsquo;ont pas forc\u00e9ment un impact n\u00e9gatif sur les travailleurs. Les nouvelles pratiques mises en oeuvre afin de faire face \u00e0 la nouvelle donne budg\u00e9taire influencent positivement le moral des troupes!<br \/>\nLe Professeur Tina Kiefer pr\u00e9cise: <em>\u00ab\u00a0Ces r\u00e9sultats nous ont surpris. Ils d\u00e9montrent que le changement n&rsquo;est pas forc\u00e9ment mal v\u00e9cu, surtout s&rsquo;il introduit de la nouveaut\u00e9 dans l&rsquo;organisation et qu&rsquo;il s&rsquo;inscrit dans une logique d&rsquo;am\u00e9lioration du service au citoyen. Ceci est per\u00e7u par les collaborateurs comme un processus participatif (et non comme une mesure impos\u00e9e) et permet de renforcer l&rsquo;engagement et la satisfaction au travail.
