L&rsquo;occasion de faire le point sur l\u2019impact des r\u00e9glementations sur le recrutement en Belgique.<!--more--><\/p>\n<p>Lorraine le Pomellec, Associate Director Banking &amp; Financial Services chez Michael Page, nous explique: <em>\u00ab\u00a0ces nouvelles directives europ\u00e9ennes n\u00e9cessitent en effet de recruter du personnel hautement qualifi\u00e9 pour \u00eatre conforme \u00e0 la loi (Compliance Officer, Legal Advisor, Data Protection Officer, Anti Money Laundering Officer, Compliance Reporting Officer, Risk Officer, KYC* Officer). Lors de ces 3 derni\u00e8res ann\u00e9es, ces recrutements ont repr\u00e9sent\u00e9 25% des recrutements de la division Banque et Services Financiers chez Michael Page en Belgique.\u00a0\u00bb<\/em><\/p>\n<p>Afin d\u2019anticiper les d\u00e9lais d\u2019application de ces textes, des nouveaux contrats apparaissent sous la formed\u2019interim management, pour assurer des p\u00e9riodes de transition. Ces ind\u00e9pendants repr\u00e9sentent 30% des recrutements en Compliance chez Michael Page en Belgique. Le r\u00f4le de la Compliance a fortement \u00e9volu\u00e9 en passant d\u2019une fonction de contr\u00f4le \u00e0 celui d\u2019une fonction strat\u00e9gique.<\/p>\n<p><em>\u00ab\u00a0Les salaires ont consid\u00e9rablement augment\u00e9, se rapprochant de plus en plus des niveaux du front-office, ce qui s\u2019explique par la raret\u00e9 des profils qui ont conscience de leur valeur ajout\u00e9e.<\/em>\u00a0<em>En effet, la ma\u00eetrise de la r\u00e8glementation d\u2019un \u00e9tablissement financier est devenue une r\u00e9elle valeur ajout\u00e9e. Non seulement pour la confiance des clients dans un secteur hautement concurrentiel, mais aussi pour les investisseurs de plus en plus confront\u00e9s \u00e0 une diminution des dividendes, \u00e0 la suite des diff\u00e9rentes amendes provisionn\u00e9es.\u00a0\u00bb<\/em><\/p>\n<p>En ce sens, les banques se doivent de pr\u00e9server leur risque r\u00e9putationnel pour attirer les meilleurs candidats, notamment les Compliance Officer qui engagent leur responsabilit\u00e9 p\u00e9nale.\u00a0Par ailleurs, le texte PSD2 qui simplifie les op\u00e9rations de paiement pour les banques et les services financiers a eu pour effet de d\u00e9velopper la cr\u00e9ation d\u2019entreprises souhaitant obtenir une licence de paiement. Les autorit\u00e9s europ\u00e9ennes ont pour objectif de favoriser la concurrence et donc l\u2019offre de fournisseurs de services financiers. De nombreuses Fintech (Prepay, Revolut, Small world financial services, Transferwise, Worldremit \u2026) et acteurs IT (Oracle) se sont d\u00e9velopp\u00e9s, venant notamment d\u2019Angleterre o\u00f9 le contexte du Brexit a jou\u00e9 un r\u00f4le de frein.<\/p>\n<p>Les premiers emplois cr\u00e9\u00e9s sont des r\u00f4les de Compliance Officer pour assurer l\u2019entr\u00e9e en vigueur de leur licence bancaire.\u00a0Les nouvelles structures vont ensuite engager des commerciaux pour d\u00e9velopper leur r\u00e9seau et leur client\u00e8le, sans compter les emplois indirects li\u00e9s aux plateformes technologiques (IT Officer et D\u00e9veloppeur, Operation Officer, Marketing &amp; Digital Officer).<\/p>\n<p>Malgr\u00e9 un secteur bancaire en d\u00e9clin sur ses activit\u00e9s commerciales historiques, l\u2019\u00e9mergence de nouvelles r\u00e8glementations a donc cr\u00e9\u00e9 de nouveaux emplois et de nouvelles opportunit\u00e9s de business.
