La simplicit\u00e9, la rapidit\u00e9 et le co\u00fbt relatif du vote \u00e9lectronique ont convaincu bon nombre d\u2019entreprises. Il y a quatre ans, le pourcentage des entreprises ayant vot\u00e9 par voie \u00e9lectronique s\u2019\u00e9levait \u00e0 moins de 1 %.<!--more--><\/p>\n<p>Entre le 11 et le 24 f\u00e9vrier \u2013 jour x de la proc\u00e9dure des \u00e9lections sociales \u2013, les entreprises doivent notamment indiquer si elles sont parvenues \u00e0 un accord au sujet du vote \u00e9lectronique avec les d\u00e9l\u00e9gations syndicales pr\u00e9sentes au sein de leur organisation. Il ressort des donn\u00e9es d\u2019Acerta que 15 % des employeurs ont choisi le vote \u00e9lectronique pour cette \u00e9dition, soit beaucoup plus qu\u2019en 2016 (moins de 1 %).<\/p>\n<p>Olivier Marcq, juriste chez Acerta, commente : <em>\u00ab\u2009La proc\u00e9dure actuelle n\u2019est plus du tout comparable \u00e0 ce qu\u2019elle \u00e9tait il y a quatre ans. En 2016, tout comme pour les \u00e9lections f\u00e9d\u00e9rales, les bureaux de vote \u00e9taient \u00e9quip\u00e9s de bulletins papier ou d\u2019\u00e9crans. Toute personne qui d\u00e9sirait voter lors des \u00e9lections sociales devait donc se d\u00e9placer jusqu\u2019au bureau de vote. Cette ann\u00e9e, en 2020, le vote \u00e9lectronique n\u2019est plus rattach\u00e9 \u00e0 aucun bureau : vous pouvez voter o\u00f9 que vous soyez, \u00e0 condition que vous utilisiez le r\u00e9seau s\u00e9curis\u00e9 de votre employeur.\u2009\u00bb<\/em><\/p>\n<p><strong><em>Les t\u00e9l\u00e9travailleurs peuvent voter aussi.<\/em><\/strong><\/p>\n<p>Le vote \u00e9lectronique pr\u00e9sente de nombreux avantages : il est simple d\u2019utilisation, les \u00e9lecteurs ne peuvent pas voter nul par erreur, vous pouvez voter depuis votre bureau si vous disposez d\u2019un ordinateur, les t\u00e9l\u00e9travailleurs ou les collaborateurs en d\u00e9placement peuvent voter depuis l\u00e0 o\u00f9 ils se trouvent, etc. L\u2019ensemble du syst\u00e8me rend les \u00e9lections sociales plus accessibles, de sorte que la participation augmente. Le vote \u00e9lectronique reste \u00e9galement enti\u00e8rement anonyme et s\u00e9curis\u00e9 : seuls des fournisseurs agr\u00e9\u00e9s peuvent proposer le vote \u00e9lectronique. Mais ce n\u2019est pas tout : une fois les op\u00e9rations \u00e9lectorales termin\u00e9es, le bureau de vote peut, en un seul clic, compter les voix, proc\u00e9der \u00e0 la r\u00e9partition des mandats, d\u00e9signer les candidats \u00e9lus ou non et tout consigner dans le proc\u00e8s-verbal des \u00e9lections : apr\u00e8s l\u2019\u00e9mission des votes, le processus laborieux est r\u00e9duit \u00e0 une seule mission sur ordinateur et les erreurs de comptage et de d\u00e9signation des \u00e9lus sont \u00e9vit\u00e9es.<\/p>\n<p>Bien entendu, le vote \u00e9lectronique a un co\u00fbt, qui peut jouer en sa d\u00e9faveur. Toutefois, organiser les \u00e9lections sociales \u00e0 l\u2019ancienne sur papier entra\u00eene \u00e9galement un co\u00fbt \u00e9lev\u00e9. Il y a tout d\u2019abord les frais administratifs de toute la pr\u00e9paration : papiers, enveloppes, listes, impressions, estampillages, pliages, distributions, courriers recommand\u00e9s, etc. Sans oublier le co\u00fbt du jour des \u00e9lections en lui-m\u00eame : cr\u00e9ation et ouverture des bureaux de vote, d\u00e9compte des voix.<\/p>\n<p><em>\u00ab\u2009Nous constatons que ce sont surtout les plus grandes entreprises de plus de 200 collaborateurs qui optent pour le vote \u00e9lectronique. Pour elles, le co\u00fbt d\u2019une organisation classique des \u00e9lections est en effet plus \u00e9lev\u00e9 que pour les plus petites entreprises. Le vote \u00e9lectronique constitue donc un choix responsable. Les plus petites entreprises actives dans le secteur de la technologie ne renoncent bien entendu pas et optent \u00e9galement pour le vote \u00e9lectronique.\u2009\u00bb<\/em><\/p>\n<p><strong><em>Les jours de vote les plus populaires : 12 et 14 mai<\/em><\/strong><\/p>\n<p>Une fois que le jour x de la proc\u00e9dure a \u00e9t\u00e9 fix\u00e9, il convient d\u2019attendre les listes qui doivent \u00eatre publi\u00e9es dans les 35 jours. Les \u00e9lections sociales proprement dites doivent ensuite avoir lieu entre le 11 et le 24 mai.<\/p>\n<p>Olivier Marcq explique : <em>\u00ab\u2009La plupart des entreprises organisent leurs \u00e9lections sociales d\u00e8s la premi\u00e8re semaine, car l\u2019Ascension (et \u00e9ventuellement le pont qui suit) tombe la deuxi\u00e8me semaine. Elles privil\u00e9gient \u00e9galement le mardi et le jeudi, car les collaborateurs s\u2019absentent g\u00e9n\u00e9ralement moins ces jours-l\u00e0. C\u2019est pourquoi les dates les plus populaires de cette ann\u00e9e sont le mardi 12 et le jeudi 14 mai. Toutefois, \u00e9tant donn\u00e9 que les collaborateurs ne sont plus tenus de se d\u00e9placer physiquement dans les bureaux de vote, il devient beaucoup plus facile de trouver la date ad\u00e9quate, ce qui repr\u00e9sente un autre avantage du vote \u00e9lectronique.\u2009\u00bb<\/em><\/p>\n<p><em>Source: Acerta &#8211; Les donn\u00e9es recueillies sont bas\u00e9es sur une analyse des donn\u00e9es des employeurs accompagn\u00e9s par Acerta dans le cadre des \u00e9lections sociales.
